Since Digitec specializes in providing custom solutions for Advertising, Marketing and Training applications (As noted above), the scope of our efforts and the individual task/delivery orders that will be issued against our GSA task/delivery orders will be priced using the labor rates provided herein. Section 3: ORDERING PROCEDURES FOR SERVICES

BLANKET PURCHASE AGREEMENTS

CONTRACTOR TEAMING AGREEMENTS

 

A.) Ordering Procedures: GSA s streamlined ordering procedures have reduced the government procurement to a few simple steps. While GSA Federal Supply Service has already determined Digitec s rates to be fair, it still must be determined by the ordering agency that the total price is reasonable for the specific task required by the agency. To further simplify this process, the following procedures should be followed in placing an order:

 

 

1.     Orders under $2,500.00:

-       Prepare a statement of work and place directly with Digitec.

 

2.     Orders over $2,500.00: (to ensure Best Value , as required by FAR 8.404)

-       Prepare a statement of work to Digitec in the form of a Request For Quote (RFQ). At a minimum the RFQ will include a performance-based description of the work, delivery schedule, applicable standards, and any special requirements (i.e., security clearances, travel, special knowledge, etc.). The RFQ will also include directions for proposal preparation and the Best Value evaluation criteria that the contractor s proposal will be evaluated by. RFQ s may require oral presentations to speed up the procurement process. RFQs may be sent via regular mail, facsimile or email to Digitec at the ordering address listed in Section 2 of this document or electronically through GSA Advantage.

-       Digitec will review the RFQ, including all work requirements, and prepare a proposal in accordance with RFQ directions, detailing a technical, creative and time management approach. A Best Value determination will also be submitted along with a price quote. The price quote will be based upon the negotiated labor rates included in Section 4 of this document.

 

B.) Blanket Purchase Agreements (BPAs):

 

 

A Blanket Purchase Agreement (BPA) is a great way for an Agency to streamline the ordering process. They are accounts that can be set up with Digitec to fulfill the ongoing needs of an Agency in a more timely and cost effective manner. Depending upon the projected volume of business in any one or all the categories of services that Digitec provides, a quantity discount can be applied to the applicable published hourly rates. BPAs provide these discounts while eliminating the need for writing numerous task/delivery orders.

 

BPAs contain the following information:

 

       Description of the item covered.

       Listing of individual(s) authorized to purchase under the BPA.

       Any agreed upon price reductions.

 

C.)  Contractor Team Arrangements:

 

Contractor Team Arrangements are another great way for ordering Agencies to receive all-encompassing services in an efficient and timely manner. Team arrangements are created when two or more FSS contractors join together to provide a total solution for a specific Agency need. Digitec, or another Sub and/or Prime Contractor forms these arrangements when the result produces the best solution for the end user agency. Each contractor abides by the terms of its individual FSS contract, but one contractor can be designated by the team as Team Leader . The order for services/products can be addressed to the Team Leader who is then responsible for coordinating the various tasks among the other team members. Again, the task/delivery order should include the appropriate contract number(s), a list of services/products to be provided and the agreed upon pricing.

 

D.) GSA Advantage

 

GSA Advantage is the FSS s electronic on-line ordering system for you, as a Federal Employee to buy products/services under our (Digitec s) Federal Supply Schedule. GSA Advantage enables Agencies to:

Section 4: LABOR CATEGORIES, DESCRIPTION & PER HOUR LABOR RATE

FACILITY HOURLY RATES.

 

A.)  Labor Categories, Etc.:

 

Video/Film Producer -

Directs, establishes, maintains and plans the overall film or video production policies and goals for a product development department. May coordinate and negotiate with the Marketing and Sales groups. Drives the product release strategy, interacts with sales, development, and product marketing to define these requirements, and directs interaction with creative personnel, crew, operators and necessary vendors on product development. In general, oversees and directs, entire film or video production from concept to completion. Relies on experience, creative abilities and judgment to plan and accomplish goals. Typically reports to a COO.

 

Scriptwriter

Conceives, writes and edits scripts for film and/or video productions. Works closely with client, producer and product development to define requirements and creative strategy. Relies on creative abilities, experience and judgment to execute project task. Typically reports to the Video/Film Producer.

 

Senior Video Editor

Beyond the normal duties of video editing, the Senior Video Editor supervises the staff of video editors, matching and assigning projects to the appropriate staff member, reviews their work, offers guidance, and schedules and maintains video editing equipment. Relies on creative abilities, as well as experience and judgment to plan and accomplish said goals. Typically reports to the Video/Film Producer and or COO.

 

Video Editor

Executes video editing services. Must have a thorough understanding of both linear and non-linear (MAC or NT based) digital editing workstations and applicable hardware and software, as well as a working understanding of such graphic applications as Chyron, Photoshop and AfterEffects. Must operate at a high level of creativity, efficiency and good judgement. A minimum of 5 years experience a must. Typically reports to the Video/Film Producer, Senior Editor and COO.

 

Audio Engineer

Responsible for recording, editing, sound design, mix and layback to a wide variety of applicable audio, video or digital media. Must have a thorough understanding of digital audio and video hardware and software, particularly ProTools, AMS Audiofile and Dolby multi-format surround sound applications. Must also operate at a high level of creativity, efficiency and good judgment. Possesses an ability to direct voice talent and be proficient in editing music to picture. A minimum of 5 years work related experience a must. Works closely with video editors and reports to the Video/Film Producer and/or COO.

 

Tape Operator

Maintains and operates Machine Room where all audio, video and digital media playback and record machines are centralized for efficiency. Simultaneously supports all video and audio edit sessions by dedicating and operating playback and record decks, and switching out source tapes at the request of editors. Also responsible for executing any necessary tape to tape duplication and labeling, general maintenance of equipment, ordering of tape stock and upkeep of tape vault. Must have a thorough understanding of both analog and digital video playback and recording hardware, and an ability to multi-task. Work related experience required. Minimum 2 yr. Degree preferred. Works closely with audio and video editors and reports to Senior Video Editor and COO.

 

 

Post Production Supervisor-

As the title suggests, supervises the entire post production process from the logging of source tapes to video edit to audio mix and layback. Outlines and oversees the project; supervising the execution of graphic elements and their incorporation in the video edit; scheduling applicable audio and video edit session with the Director of Operations; keeping editors on task and within budget. Must have a complete understanding of the audio and video post production process and determine the most efficient manner to accomplish the task given the most appropriate post production facility resources. Works closely with graphic artists, audio engineers and video editors and reports to the Video/Film Producer. Work related experience required. Strong organizational skills a must.

 

Director of Operations-

Schedules all facility functions and edit sessions. Accounts for all post production personnel and machinery necessary to a variety of sessions (projects) on a simultaneous and continuous basis, arranging for and maintaining an efficient flow of work related traffic. Must have a thorough understanding of all facility operations from production through post production. Possesses strong interpersonal skills. Work related experience a must. Four year college degree preferred. Works closely with all facility personnel. Reports to COO.

 

Closed Caption Transcriber-

Transcibes scripted and spontaneous audio content, arranges to fit time coded video, and encodes to video tape to suit delivery specs whether they be closed caption, open caption or subtitle. Adept understanding of caption software. Strong typing skills are a must. A 2 year college degree preferred. Reports to DO and COO.

 

 

Director of Interactive Services -

Establishes, plans, and administers the overall policies and goals for the information technology department. Analyzes the needs of departments and establishes priorities for feasibility studies, systems design and implementation to develop new and/or modify the company's information processing systems. Requires a bachelor's degree in a related area with at least 8 years of experience in the field. Generally manages a group of exempt and nonexempt employees, and consultants. Relies on experience and judgment to plan and accomplish goals. Typically reports to a CIO.

 

Multimedia Producer -

Directs, establishes, maintains, and plans the overall policies and goals for a product development department. May coordinate and negotiate with the marketing and sales group. Drives product release strategy, interacts with sales, development, and product marketing to define these requirements, and directs interaction with engineering and operations on product development. Defines the marketing requirements for corporate web sites and CD-ROMs and manages the product development process by translating user testing and customer support feedback into feature/function requirements. Requires a bachelor's degree in a related area and at least 7 years of experience in the field. Generally manages a group of product management professionals and software developers. Relies on experience and judgment to plan and accomplish goals. Typically reports to an executive.

 

Project Manager -

Designs and establishes the overall product features. Establishes processes for management of product requirements throughout their lifecycle. Establishes processes for product release. Develops business plan for products. Typically works on cross-functional team to translate customer needs and technology directions into product definitions. Requires a bachelor's degree and at least 4 years of experience in the field or in a related area. Familiar with a variety of concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a ariety of complicated tasks. May lead and direct the work of others. Typically reports to a senior product manager or a director. A wide degree of creativity and latitude is expected.

 

Programmer 1 - Database:

Reviews, evaluates, designs, implements and maintains database[s] programming. Identifies data sources, constructs data decomposition diagrams, provides data flow diagrams and documents the process. Writes code for database access, modifications, and constructions including stored procedures. May require a bachelor's degree in a related area and at least 5 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of others. Typically reports to a project leader or manager. A wide degree of creativity and latitude is expected.

 

 

Programmer 1 - Java

Designs and develops web applications using Java. May participate in testing Java components and testing improvements. May require a bachelor's degree in a related area and 2-5 years of experience in the field or in a related area. Has knowledge of standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a project leader or manager. A certain degree of creativity and latitude is required.

 

Programmer 2 - CGI Scripting

Designs and develops highly interactive web applications using a variety of database driven application scripting, using ColdFusion, Active Server Page(ASP), and/or XML. Troubleshoots, debugs and implements software code. May require a bachelor's degree in a related area and 2-5 years of experience in the field or in a related area. Has knowledge of standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a project leader or manager. A certain degree of creativity and latitude is required.

 

Programmer 3 - Flash Development

Designs and develops highly interactive web applications using Macromedia Flash using object scripting and database connectivity. Troubleshoots, debugs and implements software code. May require a bachelor's degree in a related area and 2-5 years of experience in the field or in a related area. Has knowledge of standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a project leader or manager. A certain degree of design, creativity and latitude is required.

 

 

Programmer 4 - HTML, CD-ROM, DVD

Designs, develops, and implements software programming for presentation web sites, CD-ROM and DVD products. The complexity of the programming is typically less intensive, allowing page to page navigation, video and audio incorporation and menuing. Troubleshoots, debugs and implements software code. May require a bachelor's degree in a related area and at least 2 years of experience in the field or in a related area. Has knowledge of standard concepts, practices, and procedures within a particular. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a project leader or manager. A certain degree of design, creativity and latitude required.

 

Software Quality Assurance-

Develops, documents, and implements test plans. Writes and maintains test results. Develops quality assurance standards. Defines and tracks quality assurance metrics such as defect densities and open defect counts. Requires 1-2 years of experience in the software development and documentation. Must have a working knowledge of quality assurance methodologies. Familiar with Macintosh, NT, UNIX and/or Solaris environments. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a manager. A certain degree of creativity and latitude is required.

 

Graphic Designer -

Produces graphic sketches, designs, and copy layouts for online content. Determines size and arrangement of illustrative material and copy, selects style and size of type, and arranges layout based upon available space, knowledge of layout principles, and aesthetic design concepts. May require an associate's degree or its equivalent and 2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Some creativity is required. Typically reports to a manager.

 

Copy Writer -

Writes, edits, proofreads, and copyedits a variety of documents. Plans and prepares stories for online dissemination. Prepares page layouts to position and space articles and illustrations. Requires a bachelor's degree in a related area and 0-2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Some creativity is required. Typically reports to a manager.

I.               Film & Video Production

 

All Film & Video productions to be quoted per project and to be presented to the inquiring agency for their review in a standard line item AICP Budget Form, listing all Above and Below the line costs. When preparing said Budget Form, Digitec adheres to the applicable Union & Guild rates for Above and Below the Line film and video crew and talent. Necessary equipment and materials listed as Below the Line cost are based on the going Fair Market Value .

 

Note: A 15 % Production Fee to be applied to the sum total of all line item materials and personnel accrued in a specific film or video production project.

 

 

II.             Audio & Video Post Production

Video Editing:

       Avid Offline - $150/Hr.

       Avid Online (AVR 77) - $175/Hr.

       NT Based nonlinear offline editing (Discreet) - $150/Hr.

       NT Based nonlinear online editing (Discreet edit*) & compositing (Uncompressed Digital) - $300/Hr.

       Linear Digital Video Editing (Includes Abekas DVEous & Chyron Max) - $350/Hr.

 

Audio Editing/Recording:
