History and overview of the organization

When Chuck Vance, a former U.S. Secret Service agent, founded Vance International in 1984, he did so with one goal in mind: to provide private and public sector clients with the same high caliber of security as that of the U.S. Secret Service. He built the company using the high ideals and methodologies of the Secret Service, developing innovative training programs. What his vision created is a multi-service, international security company with wholly-owned subsidiaries that are managed by some of the nation''s most impressive individuals in their respective fields.

The mission of Vance Uniformed Protection Services remains the same today as it was when it was founded - to create an entirely different sort of uniformed officer corps and in the process set a standard of excellence by which all security companies would be measured. The successful attainment of our mission is something we are proud of, and it has made us even more determined to give our clients the very best service.

To ensure we continue to achieve our mission, we have developed an operational philosophy that emphasizes quality assurance and creative problem-solving. We constantly seek ideas to improve our service and recognize that to increase client satisfaction we cannot remain static, but rather must adapt to changes that impact the industry. This is not to say that we liberally embrace all new ideas. Instead, we investigate new technologies and procedures and carefully weigh the potential impact they will have on us as well as our clients.

We also know that the level of our service is directly related to the total of all of our procedures and approaches, and not just to one or two areas. For this reason, we look at the whole picture (recruiting, screening, training, employee retention strategies, inspection programs, on-site and corporate management, and administrative support) when we evaluate our service. What we then deliver to our clients is a complete security service made up of components specifically designed to be of the highest quality.

Vance Uniformed Protection Services is a privately-held, national security firm headquartered in the Washington, D.C. area. It is the only national security firm with a widespread reputation for quality service delivery across a broad range of specialized security services, such as executive protection, asset protection during labor disruptions and natural disasters, temporary skilled and unskilled labor, security training, and comprehensive security consulting (physical security surveys, international asset searches, investigations).

Guard Services Overview

Vance Uniformed Protection Services, Inc. provides professional security guard services for corporations, federal agencies, and public facilities nationwide. Vance supervisors and guards are professional, skilled, dedicated officers meticulously selected and extensively trained. Many of our uniformed personnel have police, federal law enforcement, or military security experience. Their expertise ranges from basic security functions to crisis management and emergency response. Vance guards are subject to the most rigorous training program in the country, ensuring Vance's standing as the security industry's quality leader.

Vance Uniformed Protection Services, Inc. is currently offering guard services at locations in the Metropolitan D.C. area, Fairfax County, Arlington County, and City of Alexandria, Virginia; Montgomery County and Prince George's County, Maryland; and including the District of Columbia, but excluding the District of Columbia municipal government. The proposed hourly rates are for guards with a "soft uniform" (blazers/trousers). A police style uniform is available at a different billing rate. The hourly rate for personnel who are armed includes the cost of police style uniforms. There is a separate fee for equipment such as weapons and magnetometers, which will be based upon factors individual to the ordering agency such as the length of time of the order or the mix of equipment desired.

Vance Uniformed Protection Services, Inc. carries basic liability insurance coverage for its staff. If the ordering agency desires insurance coverage above the policy amount or performance bonds for security guards, the fees for such services will be negotiated outside the scope of this contract.

Position Description: The minimum requirements for this position are 0-1 year's prior experience as a security officer and a high school diploma or GED certificate. The position receives 32 hours of training prior to assignment and 8 hours of CPR/first aid/AED training every two years to maintain certification.

UNDERLYING CRITERIA

  1. Uniform: Soft uniform (blazer/trousers) is included. If a police style uniform is required, add $0.13 to the bill rate. Pricing for armed personnel includes the cost of police style uniforms.
  2. Health & Welfare (H&W): Due to the periodic increases in the H&W allowance, it is not included in the bill rate. Add the H&W allowance in effect at the time of the request for service to the bill rates.
  3. Uniform Cleaning: As is true with the H&W allowance, the cleaning allowance changes periodically and therefore is not included in the bill rates. Add the uniform cleaning allowance in effect at the time of the request for service to the bill rates.
  4. Holidays: All holiday costs will be separately invoiced and they will include straight time pay and billing for those employees who do not work the following holidays, as well as double time pay and billing for employees who do work the following holidays: New Years Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
  5. Overtime: Vance pays its personal 1.5 times their hourly pay rate when they work overtime. Accordingly, the bill rate for this overtime will be 1.5 times the regular bill rate.
  6. Equipment: The fee for weapons, magnetometers, or other equipment is dependent upon the length of the proposed order and the number of weapons or other pieces of equipment required. Accordingly, the cost of equipment must be spread out over the total number of hours included in the order and it is not possible to reduce the equipment rate to a dollar amount per guard that can be added to the bill rates. Equipment rates will be negotiated with any federal agency seeking to contract for guard services.
  7. Performance Bonds: Fees for performance bonds and liability insurance in excess of the standard liability insurance maintained by Vance Uniformed Protection Services, Inc. is not included in the bill rates. The cost for such performance bonds and insurance will be negotiated separately from the bill rates, and the fee will be dependent upon the type of bond or insurance required by the ordering agency.
  8. Security Clearances: Personnel with security clearances are provided under a separate listing, and pricing for these services is not included herewith.
  9. Vacation: Vance Uniformed Protection Services, Inc. provides two weeks of vacation per year for its security personnel.
  10. On the Job Training: No on the job training (OJT) is included in the pricing. If OJT is required, the time will be invoiced at the prevailing billing rate for each respective position.
