GEOGRAPHIC SCOPE OF CONTRACT:

The geographic scope of this contract is the 48 contiguous states, the District of Columbia, Alaska, Hawaii, the Commonwealth of Puerto Rico, and U.S. territories (American Samoa, Guam, Virgin Islands).

Terms and Conditions Applicable to Power Systems Engineering Support Services

(Special Item 412-52)

1. SCOPE

a. The prices, terms and conditions stated under Special Item Number 412-52 Power Systems Engineering Support Services apply exclusively to services within the scope of this schedule.

b. The Contractor shall provide services at the Contractor s facility and/or at the Government location, as agreed to by the Contractor and the ordering office.

2. ORDERING PROCEDURES

Procedures for Power Systems Engineering Support services priced on GSA schedule at hourly rates.

(1) FAR 8.402 contemplates that GSA may occasionally find it necessary to establish special ordering procedures for individual Federal Supply Schedules or for some Special Item Numbers (SINs) within a Schedule. GSA has established special ordering procedures for Power Systems Engineering Support services (SIN 412-52) that are priced on schedule at hourly rates. These special ordering procedures which are outlined herein take precedence over the procedures in FAR 8.404.

(2) The GSA has determined that the rates for the engineering services contained in this pricelist are fair and reasonable. However, the ordering office using this contract is responsible for considering the level of effort and mix of labor proposed to perf orm a specific task being ordered and for making a determination that the total firm-fixed price or ceiling price is fair and reasonable.

(3) When ordering Power Systems Engineering Support services, ordering offices shall

(i) Prepare a Request for Proposal.

(ii) Transmit the Request for Proposal to Contractors.

(iii) Evaluate Proposals and Select the Contractor to Receive the Order.

POWER SYSTEMS ENGINEERING SUPPORT SERVICES CATEGORIES

Category: Senior Program Manager

Minimum/General Experience: Minimum of twenty years of directly related experience, including at least fifteen years of program management and/or supervisory experience which is relevant to the systems and services of the customer agency. For example, a pr ogram manager supporting this project will have at least fifteen years of experience with the design, planning, installation or control of large power systems. Possesses a broad understanding of the function and relationship of the various components of power sys tems, such as uninterruptible power systems (UPS), generating equipment, and switch gear.

Functional Responsibility: Independently, in accordance with contractual terms and conditions, establishes or directs the priorities for and directs the efforts of personnel (including their program managers, consultants or contractors) involved or to be in volved on program wide tasks, to provide required achievement of an integrated approved set of technical, manpower, cost and schedule requirements.

Minimum Education: MS degree in a related technical discipline such as engineering or computer science, or equivalent education, knowledge or experience.

Category: Program Manager

Minimum/General Experience: Minimum of fifteen years of directly related professional experience, including at least ten years of program management and/or supervisory experience which is relevant to the systems and services of the customer agency. For exa mple, a program manager supporting this project will have at least ten years of experience with the design, installation or control centers of large power systems. Possesses a broad understanding of the function and relationship of the various components of power systems, such as uninterruptible power systems (UPS), generating equipment, and switch gear. At least two years experience as a supervisor/manager.

Functional Responsibility: Under minimum supervision establishes the priorities for and directs the efforts of personnel (including their consultants or subcontractors) involved or to be involved on assigned project controlled tasks to provide required achi evement of an integrated approved set of technical, manpower, cost and schedule requirements.

Minimum Education: BS/BA degree or equivalent education, knowledge or experience.

Category: Senior Engineer

Minimum/General Experience: Minimum of twenty years of directly related professional experience, including at least fifteen years of power systems engineering experience which is relevant to the systems and services of the customer agency. For example, a s enior engineer supporting an FAA project will have at least fifteen years of experience, such as, integrating new technologies into existing power and environmental systems, use of state of the art engineering analysis tools and concepts that integrate electrical power and other environmental systems design and/or perform analysis and studies that enhance future planning and expansion of facilities by making critical system data readily available for contingency studies and evaluations. Possesses an in-depth and comprehens ive understanding of the FAA power systems, including bonding and grounding. Development of program management plans to address all elements of an environmental and power system program.

Functional Responsibility: Responsible for strategic planning, requirements analysis and documentation, systems engineering, specification and review of power system interfaces, program/project engineering planning and special engineering efforts associated with large and complex power projects. Frequently coordinates or monitors the work of other engineers. Plans and accomplishes complex systems engineering tasks, performs technical analysis and other duties related to power system implementation, operation and ma intenance. Oversee and supervise all engineering efforts under this contract.

Minimum Education: An MS degree in electrical engineering, or a comparable discipline, or equivalent education, knowledge or experience.

Category: Professional Engineer (PE)

Minimum/General Experience: Minimum of fifteen years of directly related engineering experience, including at least ten years of power systems engineering experience as a Professional Registered Engineer (PE). For example, a PE supporting an FAA project will have at least ten years of experience, such as, integrating new technologies into existing power and environmental systems, use of state of the art engineering analysis tools and concepts that integrate electrical power and othe r environmental systems design and/or perform analysis and studies that enhance future planning and expansion of facilities by making critical system data readily available for contingency studies and evaluations. Possesses an in-depth and comprehensive understand ing of the FAA power systems management, including bonding and grounding. Development of program management plans to address all elements of an environmental and power system program.

Functional Responsibility: Responsible for the preparation, review and/or approval of revised and/or new power and environmental systems documents as required (i.e. orders, technical manuals, directives), risk assessment and prioritization of projects an d alternatives. Develop, review and approve maintenance standards and manufacturers instruction books.

Minimum Education: A BS degree in electrical engineering, or a comparable engineering discipline, or equivalent education, knowledge or experience.

Category: Engineer

Minimum/General Experience: Minimum of fifteen years of directly related engineering experience, including at least ten years of engineering experience which is relevant to the systems and services of the customer agency. For example, an engineer supportin g an FAA project will have at least ten years of experience with the National Airspace System (NAS) power systems. Possesses a broad understanding of the FAA power management policy, including the systems, services and org anizations that support the agency s power management policy.

Functional Responsibility: Provides on-site engineering support to the Senior Engineer or his/her designated representative. Monitors the delivery, installation and acceptance of any hardware. Coordinates all phases of the delivery, installation and a cceptance with the program office, local government customer, contractors and others involved with the project.

Minimum Education: An associates degree in electrical engineering technology, or a comparable engineering discipline, or equivalent education, knowledge, experience, or certification.

Category: Data Management Specialist

Minimum/General Experience: Minimum of seven years of directly related professional experience, including at least three years of experience in data base management or administration. For example, a database specialist/administrator supporting an FAA projec t will have at least three years of experience with data base management/administration. Possesses a good understanding of the Federal IT environment, including the systems, services and organizations that support an agency s information techno logies.

Functional Responsibility: Collects requirements for database functionality, performance and operations. Designs, implements and documents database systems. Maintains a data dictionary and descriptions of data relationships. Ensures currency, accuracy an d accessibility of system data, and provides for data backup. Incorporates appropriate data security, access and update controls for the system. Provides for standard data reports and accommodates special report requests. Trains users and colleagues in the oper ation and use of the data system.

Minimum Education: A BS degree in computer science, mathematics or a comparable computer systems-related discipline, or equivalent education, knowledge or experience.

Category: Training Specialist

Minimum/General Experience: Minimum of ten years of directly related experience, including at least three years of experience as a training specialist in assignments relevant to the systems and services of the customer agency. For example, a training speci alist supporting an FAA project will have at least three years of experience, such as the development of lesson plans, classroom teaching aids and/or the delivery of formal classroom lectures.

Functional Responsibility: Develops and conducts training associated with power systems and services. Prepares course outlines, and produces and assembles course materials such as instructor materials, texts, handouts, graphics, video aids and achievement tests. Conducts classroom training and leads workshops and seminars. Measures student progress and the effectiveness of training as compared to course objectives and expected outcomes.

Minimum Education: An Associate s degree in education, business, or a technical discipline such as electrical power systems, or equivalent education, knowledge or experience.

Category: Logistics Analyst

Minimum/General Experience: Minimum of seven years of directly related experience, including at least three years of experience in the logistics field. For example, a logistics analyst supporting an FAA project will have at least three years of exper ience in inventory management and control, ordering supplies for "just-in-time" delivery, and assurance that project materials are received in a timely manner. Possesses a good understanding of the Federal logistics, inventory and ordering system inclu ding the systems, services and organizations that support an agency s logistics infrastructure.

Functional Responsibility: Develops, coordinates and implements logistics plans. Analyzes progress, trends and problems and takes corrective actions when problems arise that are under his/her control. Reports and recommends action to correct adverse devi ations beyond his control. Prepares and distributes program reports and data. Reviews, analyzes and edits logistics documents.

Minimum Education: An Associate s degree in procurement, business, inventory control or equivalent education, knowledge or experience.

Category: Senior Technician

Minimum/General Experience: Minimum of fifteen years of directly related experience, including at least ten years of experience as a technician working on power systems, switch gear or back-up power systems.

Functional Responsibility: Provides a full spectrum of electrical, mechanical or environmental technical support. Works with engineers or independently performs studies, analyses, and tests, and supports equipment acquisition, installation and maintenance. Often leads other technicians in complex technical projects. Supervise technicians assigned to them.

Minimum Education: Five or more years of technical training associated with power or environmental systems (such as motor-generators, UPS, large scale battery banks, switch gear and/or engine generators), leading to an exceptional technical understanding of a broad range of simple to complex power systems.

Category: Technician

Minimum/General Experience: Minimum of ten years of directly related experience, including at least seven years of experience as a technician working on power systems, switch gear or back-up power systems.

Minimum Education: Two or more years of technical training associated with power and power distribution, leading to a solid understanding of a variety of systems.

Category: Senior Airway Transportation Systems Specialist

Minimum/General Experience: Minimum of twenty-five years of directly related professional experience, including at least twenty years of experience as a technician working on systems used to power navigational aids and other systems such as computers or tel ecommunications systems associated with the systems and services of the National Airspace System (NAS). Possesses an in-depth and comprehensive understanding of the FAA environment, including the systems, services and organizations that support FAA.

Functional Responsibility: Provides a full spectrum of electrical, mechanical or environmental technical support. Works with engineers or independently performs studies, analyses, and tests, and supports NAS power equipment acquisition, installation and ma intenance. Often leads other technicians in complex NAS power technical projects.

Minimum Education: Five or more years of technical training associated with NAS power/environmental systems (such as engine generators, switch gear and UPS), leading to an exceptional technical understanding of a broad range of simple to complex NAS service s and systems.

Category: Airway Transportation Systems Specialist

Minimum/General Experience: Minimum of twenty years of directly related professional experience, including at least fifteen years of experience as a technician working on systems used to power navigational aids and other systems such as computers or telecom munications systems associated with the systems and services of the National Airspace System (NAS).
