The ViStar GSA MOBIS (Management, Organizational and Business Improvement Services) Schedule is a streamlined procurement vehicle available to federal agencies and other organizations for obtaining services and products from pre-qualified vendors. GSA has completed the federally mandated contracting requirements competition, pricing, small business and other contracting evaluations normally required prior to obtaining services.

The ViStar GSA MOBIS Schedule provides a spectrum of services focused on improving the performance of federal agencies and other organizations. Services range from program and project management of complex projects to information systems program integration to strategic and business planning to quality management and business process improvement.

Using the GSA MOBIS Schedule
GSA has improved efforts to make buying commercial services easier for Federal customers by awarding GSA Schedule Contracts. Under the Federal Supply Schedule Program, GSA enters into government-wide contracts with commercial firms to provide products and services, at stated prices, for given periods of time. This streamlined procurement vehicle significantly reduces the time required to obtain services because GSA has reviewed vendors' capabilities, negotiated rates, and pre-qualified vendors to provide services. Federal agencies place orders directly with the schedule contractor, and deliveries are made directly to the customer.

Advantages of using the GSA program schedule include:

How to Use This Schedule
GSA's streamlined ordering procedures have reduced the tedious, time-consuming government procurement process to a few simple steps. GSA has done this by pre-qualifying vendors to perform a range of services. GSA has reviewed vendor qualifications, capabilities and cost schedules in advance of the need for services, and identified these vendors, by type of service, on this GSA Advantage Web site (www.gsaadvantage.gov). For ViStar, refer to Contract Number: GS-10F-0009P. This approval is valid for all organizations in the federal government, and other governmental agencies, and the entire process, from identifying the Statement of Work (SOW) to having a contractor on board, can be completed in as little as three weeks.

To initiate the process, provide your contracts officer with a SOW. Your contracts officer will issue your SOW to three approved GSA MOBIS vendors. You and your contracts officer then review the vendors responses, and select the "best value" contractor. A contract order is issued directly to the selected contractor. GSA has put the process in place, and will assist you, if needed, but does not get involved in your procurement process.

PAST PERFORMANCE

 

ViStar has demonstrated its record of conforming to contract requirements, adherence to schedules, and a history of customer satisfaction in the following contracts.

 

ViStar has provided primary and direct support to:

         U.S. Army Strategic Readiness System. ViStar was selected by the U.S. Army in March 2003 as the prime contractor providing project management in support of the U.S. Army s SRS. The company provides professional, technical, and management services to assist the Chief of the Army Readiness Division, Operations, Readiness and Mobilization Directorate, Deputy Chief of Staff, G-3, HQDA with: a) the continued development and implementation of SRS, which began in October 2000, along the guidelines of an SFO model developed by Doctors Kaplan and Norton; b) the further development creation, and execution of a comprehensive training program for all SRS users; c) the continued effort to automate data linkages; d) the continued effort to revise readiness reporting and management regimes across the senior levels of the U.S. Army and cascading down and across the U.S. Army structure; e) the continued assistance in the day-to-day functioning, development of standard operating procedures, and effectiveness of the SRS Operations Center and those in subordinate centers; f) assistance in identification and integration of applicable parts of SRS into the new Defense Readiness Reporting System of the Office of Secretary of Defense (OSD), including the joint and sister Service arenas); and g) focused program management and integration in the fullest sense to support the project through to successful completion. ViStar works comfortably in an integrated team structure supporting this U.S. Army effort and provides personnel who have the kind of background and experience to assist in the development and implementation of SRS. As described above, this effort involves significant IT program management and integration across the entire U.S. Army, which ViStar has delivered with excellence. ViStar s performance has conformed precisely to contract requirements, adherence to schedules, and its positive customer feedback is reflective of its commitment to customer service and satisfaction.

         Coalition Provisional Authority. ViStar currently provides contractor support to the Consolidated Regional Authority Iraq (CPA) in managing the flow of civilian personnel (government employees and contractors) into and out of the theater to support its operation. ViStar was selected by the Office of the Secretary of Defense to do this at the inception of the CPA on the basis of its proven performance in managing complex, sensitive, high level projects. In this effort, ViStar works closely with senior officials in all government agencies involved in the CPA, both here and in Iraq, and serves as the central point for coordinating the placement of personnel against CPA requirements. The effort is intense and there is no room for error. ViStar has performed with excellence and customer satisfaction has been expressed in commendations of ViStar s work.

         Office of Homeland Defense. ViStar currently provides contractor support to the Office of the Assistant Secretary of Defense for Homeland Defense in the administration and management of the office and in proving professional and analytical support to the office in fulfilling its mission. ViStar was selected as one of the first contractors to support the organization and staffing of this office when it was established, and has since assisted in the development, implementation, and evaluation of its strategic plan. In this effort, ViStar demonstrated its excellence in working in a complex environment requiring skill and judgment in working with senior personnel in the Department of Homeland Security, and other involved government agencies. ViStar has a record of excellent performance and customer satisfaction, and has been commended for its work.

         President s Task Force to Improve Health Care Delivery for Our Nation s Veterans (PTF). Earlier this year, ViStar completed contractor support to the President s Task Force to Improve Health Care for Our Nation s Veterans, an intense 18 month effort. ViStar was contracted to provide professional, management, and technical support to the PTF at its inception and assisted in the organization, staffing, and operation of the PTF. In this effort, ViStar played a central role in supporting the work of the PTF by providing principals in the area of Information Management/Information Technology; Leadership and Productivity; Benefits Services; Acquisition and Procurement; Pharmaceuticals; Facilities; and Resource and Budgeting to assist the PTF in making recommendations to the President. This involved the evaluation of the health care delivery systems of the Department of Defense and the Department of Veterans Affairs in their entirety to determine how they can be brought together to operate more effectively and efficiently. ViStar played a key role in assisting the PTF in preparing and issuing its report and in supporting congressional hearings. ViStar was commended for its work.

         Secretary of Defense Panel to Review V-22 Osprey Aircraft Program. In April 2001, ViStar completed contractor support to a high level panel ordered by the Secretary of Defense to review the V-22 Osprey Aircraft Program, an intense 4 month effort. ViStar was contracted to provide professional, management, and technical support to the panel at its inception, and assisted in the organization, staffing, and operation of the panel. In this effort, ViStar assisted the panel in its deliberations and review of training; engineering and design; production and quality control; suitability to satisfy operational requirements; and performance and safety of flight of the aircraft. ViStar played a key role in assisting the panel in preparing and issuing its report and supporting congressional hearings. The work of the Panel resulted in key procurement decisions on the aircraft. ViStar was commended for its work.

These accomplishments reflect the excellent capabilities of ViStar to fulfill its contractual obligations with impeccable commitment and excellence. They reflect on the superior subject matter knowledge, experience, leadership, and initiative of ViStar employees in satisfying customer requirements. They also reflect the ability of ViStar to take on complex, high visibility projects over a range of functional areas, and to manage and integrate them systematically, on-time and on-budget, and in complete compliance with contractual requirements.
