SERVICES AND SUPPORT:
The General Services Administration MOBIS Schedule provides for a full complement of Consulting (SIN 874-I) services to assist agencies with management, organizational, business structuring, and performance improvement services.

Pearce Consulting Services is a woman-owned small business

Project Manager
Education: B.S. or M.S. in Business Administration, Economics or Systems Engineering
General Experience and Functional Responsibility: Project Manager has over 10 years of experience in the management of large scale government projects. Has experience in staffing and managing the technical project and cost management and has sound understanding of the basic principles of contract management and coordination with accounting personnel and senior management.
Project Manager serves as a Senior Investigator on contracts relating to management, organizational behavior, business re-engineering, economic analyses, modeling and simulation. Project Manager has knowledge and understanding of the basic principles of quality assurance and assesses periodically the quality performance of the work done for client.
Deputy Project Manager
Education: B.S. or M.S. in Business Administration, Science or Engineering.
General Experience and Functional Responsibility: Deputy Project Manager has over 10 years of experience in managing complex projects involving technology and management.
Senior Management Scientist
Education: M.S. or Ph.D. in Management, Management Science, Economics, or Systems Engineering.
General Experience and Functional Responsibility: Has over 15 years of experience and serves as key personnel on projects in areas of management, technology, and economics.
Senior Management Scientist has experience in performing tasks and has completed reports in areas of management, technology assessment and economic analysis. Has demonstrated experience in supervision of technical staff and day-to-day management of the project activities.
Management Scientist
Education: B.S. or M.S. in Business Administration
General Experience and Functional Responsibility: Has over 10 years of experience in theory and applications of advanced concepts in areas of human resources, finance, management, accounting, quality control and economics.

Senior Management Analyst

Senior Management Analyst has proven record of performance in areas of modeling, analysis, and simulation of the large scale systems. He is familiar with recent advances in optimization techniques, programming languages, simulation software packages, and system simulation of large scale systems..
Management Analyst
Education: B.S. or M.S. in Management Science or Economics
General Experience and Functional Responsibility: Has over 10 years of experience in structuring and analysis of organizational behavior and management practices.
Management Analyst has good understanding of the statistical tools and inference in decision analysis. He assists senior staff in the overall modeling and analysis of system simulation of large scale systems/
Senior Economist
Education: M.S. or Ph.D. in Economics or statistics
Economist
Education: B.S. or M.S. Economics or Statistics.
General experience and Functional Responsibility: Economist has over 10 years of experience in economics and statistics with emphasis on economic theory and econometric analysis and forecasting. Economist has the technical capability to assist senior staff in gathering, analyzing economic information for the design and development of business and management processes and models.
Research Assistant
Minimum of 1 year experience in technical and analytical support.
General Experience and Functional Responsibility: Has over 2 years of experience in an organization requiring literature search, data collection, and providing assistance to senior staff members. Research Assistant has experience and aptitude for participation in a variety of technical research programs in areas of management, technology, economics, and policy analysis for the purposes of assisting the senior staff members.
Senior Administrative Specialist
Education: Associate or Bachelor s Degree in Arts or
secretarial Science.
General Experience and Functional
Responsibility: Has experience in office
management over 5 years in assisting staff members. Administration Specialist
has experience in filing, indexing, and coordination of team effort in travel
planning, conference planning, and record keeping.

1. Special Notice to Agencies:
Small
Business Participation
SBA strongly supports the participation of small business concerns in the Federal Supply Schedule Program. To enhance small business participation, SBA policy allows agencies to include, in their procurement base and goals, the dollar value of orders expected to be placed against the Federal Supply Schedules, and to report accomplishments against these goals.
FAR 8.404 requires agencies to consider the catalogs/pricelists of at least three Schedule Contractors or consider reasonably available information by using the GSA Advantage!TM on-line shopping service (www.fss.gsa.gov). The catalogues/pricelists, GSA Advantage !TM and the Federal Supply Service Home Page (www.fss.gov) contain information on a broad array of products and services offered by small business concerns.
This information should be used as a tool to assist ordering activities in meeting or exceeding established small business goals. It should also be used as a tool to assist in including small, small disadvantaged, and women-owned small businesses among these considered when selecting pricelists for a best value determination.
2. Procedure to Order Pearce Consulting Services Under the MOBIS
Schedule
Step 1: Prepare Statement of
Work
A performance-based Statement of Work (SOW) specifying the services desired and the client would prepare the required deliverables. If the estimate is less than $2,500, proceed to Step 4.
Step 2: Prepare Request for Quotation
(RFQ)
If the estimate exceeds $2,500, prepare an RFQ and identify two MOBIS contractors in addition to Pearce Consulting Services for distribution of the RFQ. The SOW (Step 1) must accompany the RFQ.
Step 3: Evaluate Proposals
Evaluate the responses to determine the best value to the Government considering factors such as price, special qualifications, and administrative costs.
Step 4: Place the Order
When the desired contractor is selected, contact the winning company and place the order. Orders to Pearce Consulting Services should be sent to Pearce Consulting Services,

the Maximum Order:
There may be instances where an ordering agency finds it advantageous to request a price reduction (where a quantity of an individual order clearly indicates the potential for obtaining a reduced price in support of FAR8.404). To assist the customer in determining when they should seek a price decrease, a maximum order level has been established under the contract. When an agency order exceeds this amount, it is recommended that the agency contact Pearce Consulting Services for a reduced price. Pearce Consulting Services may:

Offer the lowest price available under the contract

Requirements:
Pearce Consulting Services is granted Facility Security clearance by the Department of Defense. In the event security requirements are necessary, the ordering activities may incorporate, in their delivery order(s), a security clause in accordance with current laws, regulations, and individual agency policy; however, the burden of administering the security requirements shall be with the ordering agency. If any costs are incurred as a result of the inclusion of security requirements, such costs will be negotiated with Pearce Consulting Services on an open market basis, outside the scope of the MOBIS contract.

Any ordering office, with respect to any one or more delivery orders placed by it under this contract, may exercise the same rights of termination as the GSA Contracting Officer under provisions of FAR 52.249-1, 52.249-2, and 52.249-8.
