SIN 899-1: ENVIRONMENTAL PLANNING SERVICES &
DOCUMENTATION
Offerors shall specify the
Labor Category(ies) proposed and the hourly and daily rates for each. Total Price for Environmental Planning
Services & Documentation will be established at the time the Task/Delivery
Order is placed and will be based on the prices offered herein. The estimated number of hours negotiated
with the ordering agency and the labor category(ies) provided will be shown on
the resultant Task/Delivery Order.
If the agency Contracting
Officer chooses to purchase from this SIN on a Labor Hour basis, the resultant
Task/Delivery Order shall specify the Not To Exceed price, the Labor
Category(ies) proposed (with the hourly and daily rates for each), and any Other
Direct Costs (ODCs). The Agency
Contracting Officer shall negotiate pricing of ODCs.

EDAW, Inc. has been a guiding force in the fields of landscape architecture, urban design, and environmental planning for over half a century. With offices overseas and in all regions of the United States, and with a diverse staff of more than 700 professionals, we have worked on a broad range of projects in many different states and countries. As experts in the increasingly complex issues of environmental regulation and resource management, we encourage the appropriate use of natural resources, and create design solutions that allow environmental impacts to be avoided or minimized. EDAW works with a wide range of clients, from corporations and institution to public agencies and architectural firms, all of whom come to EDAW with a common need: the resolution of land-based problems. With a multi-disciplined and experienced staff ranging from engineers and biologists to planners and designers, EDAW s solutions have been consistently effective.
EDAW has completed hundreds of NEPA/CEQA documents for
federal agency clients over the past 25 years. Our experience includes program
management for comprehensive environmental documents as well as completing
virtually all technical analyses with in-house personnel. EDAW planners routinely coordinate
effectively with all planning and resource management agencies affected by a
planning or development project. This interagency coordination is often the most
important aspect of our work. Our planners and managers are adept at presenting
project data, understanding agency concerns and planning requirements, and
effectively communicating with local, state and federal agencies.
SIN 899-1 Environmental
Planning Services & Documentation:
EDAW provides planning services, environmental management activities, and preparation of the related documentation.
Environmental Impact Statements & Assessments under the National Environmental Policy Act (NEPA)
Data identification, data collection (including site visits and interviews), data development, and data interpretation; sampling and analysis; preparation of human health risk and environmental impact evaluations and reports; preparation of expert testimony; and preparation of material for and attendance at public meetings and public hearings (including scoping meetings).
Endangered Species, Wetlands, Watersheds and other
Natural Resource Management Plans, Studies and Consultations
Review any existing reports and management plans; coordinate with U.S. Fish & Wildlife Service; contact appropriate state offices for information; perform surveys; use the results of data collection to prepare reports/maps.
Archaeological, Historic and other Cultural Resources
Management Plans, Studies, and Consultations
Conduct resource surveys/studies; evaluate resource data; prepare appropriate nominations/reports; and prepare Management Plans.
Economic, Technical, and Risk Analyses in Support of
Environmental Needs
Conduct analyses of options under consideration for environmental actions. Activities such as data collection, data development, analyses of comments, regulatory and economic analyses, feasibility analyses, hazard assessments, exposure assessments, and risk analyses.
Environmental Program Management
EDAW manages environmental programs including program/project planning, management support, technical document review, quality assurance oversight, community relations/outreach support, data collection, data development. This may include environmental justice issues, environmental web site development, or preparation of environmental program brochures and materials.
Environmental Regulation Development
EDAW assists in the development of environmental regulations, including data collection, data analysis, publishing for public comments, analyzing and responding to public comments, holding public hearings, and finalizing regulations. Alternatively, EDAW may represent an agency by reviewing proposed environmental regulations and assisting in the development of comments, tracking the submission of these comments, representing the agency at public hearings, and reporting on the finalizing of the regulations.

SIN 899-2 Environmental
Compliance Services
Any consulting related to environmental compliance including development of environmental regulations, interpreting environmental regulations, develop plans to meet environmental regulations, or auditing to determine compliance with environmental regulations. May also include the review of new technologies and automated systems in support of environmental compliance activities performed under this SIN. Examples of major categories consulting may fall under include, but are not limited to:
Environmental Compliance Audits
As specified in the Task Order, the Contractor shall determine all applicable public law and statutes, agency and command regulations/directive, and other Federal, state and local regulations and apply as required to conduct audit. Contractor shall evaluate findings and prepare necessary documentation/reports. Conduct complete out-briefs.
Compliance Management Planning
As specified in the Task Order, the Contractor shall develop Management Plans that will cover policy; planning; implementation and operation; checking and corrective action; and management review.
Pollution Prevention Surveys
As specified in the Task Order, the Contractor shall conduct pollution prevention surveys; develop pollution prevention plans; evaluate the economics and technical feasibility of process changes and recycling alternatives; and create databases to track progress in achieving pollution prevention goal.
