Syracuse Environmental Research Associates, Incorporated (SERA, Inc.) is a woman-owned small business founded in 1991 by its principles: Dr. Patrick Durkin and Patricia A. Durkin.

 

The focus of SERA, Inc is the preparation of environmental documentation for various departments and agencies of the U.S. government, including the Department of Agriculture Forest Service (USDA/FS), the Animal and Plant Health Inspection S ervice (USDA/APHIS), the United States Environmental Protection Agency (U.S. EPA), and the Agency for Toxic Substances and Disease Registry (ATSDR). The essence of SERA’s technical approach to environmental documentation is to apply a small, senior, and highly-specialized team of professionals to specific types of environmental analyses. Taking this approach, SERA can provide superior service in a timely and cost-efficient manner. Consequently, SERA uses only a single SIN category: 899-1 Environmental Planning Services and Documentation. Moreover, SERA operates in only two of the four areas specified in this SIN category, including Environmental Impact Statements and Assessments under the National Environmental Policy Act (NEPA) and Economic, Technical, and Risk Analyses in Support of Environmental Needs. SERA Inc. has no particular experience or expertise in the other two components of this SIN code, Natural Resources Management Plans and Cultural Resources Management Plans. SERA Inc. is currently the prime contractor in support of Forest Service pesticide risk assessments conducted under NEPA and prime contractor in support of the Environmental Fate and Effects Division of the U.S. EPA. Also, SERA, Inc supports a number of other governmental departments and agencies in satisfying environmental documentation requirements under various federal mandates, including SARA, the Clean Water Act, the Solid Waste Act, and the recent Food Quality Protection Act.

 

Dr. Durkin has a Ph.D. in Environmental and Forest Zoology from ESF in Syracuse, NY and has more than 25 years of experience in risk assessment and methods development. He is a charter member of the American College of Toxicology and the Society of Risk Analysis. Dr. Durkin is familiar with the risk assessment and documentation activities of both the U.S. EPA and the Agency for Toxic Substances and Disease Registry (ATSDR). He is a co-author of the U.S. EPA's methodology for deriving Ambient Water Quality Criteria, for which he received the U.S. EPA special achievement award. Furthermore, under various contracts and cooperative agreements, Dr. Durkin assisted the U.S. EPA in developing portions of the Superfund Public Health Evaluation Manuals. He served as a consultant to the U.S. EPA Science Advisory Board and as a member of the editorial board of the journal, Toxicology and Industrial Health, and currently serves on the Scientific Review Board of the U.S. EPA/OPP Science Advisory Panel. He has been an invited speaker at numerous symposia sponsored by organizations such as the U.S. EPA, ATSDR, the Dutch Health Council, and World Health Organization.

 

Patricia Durkin has an MA in English Language and Literature and her responsibilities include technical editing, summarizing toxicity data and program activities, and direct participation in the quality assurance process, which involves auditing selected sections of the original document to ensure the validity of the summarized information, compared with the sources from which it was taken. Patricia also develops the necessary databases for dose-response and exposure assessments. Her capabilities as a technical editor and research assistant in the preparation of risk assessment documents are based on her formal education and extensive experience in risk assessment documentation. For 11 years before founding SERA, Patricia was the Publications Manager in the Chemical Hazard Assessment Division (CHAD) at SRC.

 

SERA Inc. is best suited for relatively complex and long-term tasks (>3 months to 2 years) that require the technical capabilities and focus of SERA's highly experienced and qualified staff. Typically, such tasks primarily involve data analyses and quantitative risk assessment rather than simple data summary and documentation.
