SIN 899-1:

ENVIRONMENTAL PLANNING SERVICES AND DOCUMENTATION

NEPA Compliance: Our staff understands the multiple and diverse environmental and cultural issues that must be managed as new infrastructure extends into disturbed and undisturbed environments. We have developed the expertise to identify, translate and comply with the environmental requirements that have become increasingly dynamic and stringent. PB s environmental/cultural clearance process is designed to result in successful project implementation by addressing issues early so that unnecessary and costly delays are avoided. By use of our expertise in multiple U.S. and international offices, PB can quickly determine the requirements for GSA s clients and can identify the unique concerns of project locations.

Environmental Analysis and Permitting: The Section 404 (wetlands) permit under the U.S. Army Corps of Engineers is a major driver for the permitting effort, but there are also permitting requirements specified by other federal, state and local agencies. Both the Section 404 permit and the National Pollutant Discharge Elimination System (NPDES) permit require evaluation of the project s impacts on cultural resources and biological resources, including threatened and endangered species. PB staff are well versed in all of these requirements.

Cultural, Archaeological, and Historic Issues: The National Historic Preservation Act (Section 106) requires that project impacts to historic properties (archaeological, historical and cultural sites) be considered, and implementing regulations (36CFR800) lay out a course of action for that consideration. The methodology employed by PB is to begin agency coordination early in the project, and continue throughout project execution. Conceptual plans are brought to regulatory personnel for scoping early in a project. Agreements on levels of effort can be made and documented in advance.

Other NEPA Support and Services: PB s NEPA projects have also included studies and analysis of land use, visual impacts, noise impacts, transportation risk, air quality analysis (radiological and non-radiological) and endangered species evaluation.

 

Environmental Program Management: PB is known for its program and project management services in all aspects of engineering and planning, which includes our capabilities in the environmental planning services and documentation service area. PB s knowledge and experience in this area can be demonstrated by the variety of services we have performed for various federal agencies.

In ISO 14000 and Environmental Management System (EMS) support, PB s staff have provided all phases of work from pre-assessment surveys to training and implementation of policies and procedures for our industrial clients. PB has found that one of the most effective means for implementing ISO 14000 has been to integrate requirements with our client s existing ISO 9000 (Quality) systems. We have found, depending upon the type of industry, that by implementing ISO 14000 management systems, safety and health programs incorporate nicely into our client s overall process management system. PB supports our clients with environmental compliance services while determining environmental aspects and identifying pollution prevention measures.

Environmental Regulation Development: Through our experiences in providing NEPA and environmental program management for our clients, PB has amassed expertise in the development of environmental regulations. We have found supporting the development of regulations to be similar to finalizing an Environmental Impact Statement - the project is scoped with the stakeholders; data is collected, analyzed, and presented to the stakeholders in a readily understandable manner and public hearings are documented and response to comments are provided and tracked. We understand that every phase of the project is documented and a part of public record past experiences have taught us that use of an internet web site is a good mechanism to keep the stakeholders informed and to make the public record readily available. Our environmental attorneys also support these efforts by providing extensive research and writing position papers for our clients.

environmENtal COMPLIANCE SERVICES

In addition to the consulting services described below, PB also has experience with ISO 14001, EMSs, support, analysis, implementation and auditing.

Environmental Compliance Audits: PB s 700 environmental professionals can support GSA s customers in determining applicable laws and statutes they can also provide guidance on how simple changes at their facilities can greatly reduce the number of applicable laws. Our auditing capabilities include the full suite of environmental regulations: RCRA, CERCLA, TSCA, CAA, NPDES, FIFRA, CWA, SDWA, SARA, Coastal Zone Management Act, Endangered Species Act and state and local regulations. PB staff have literally worked with every regulatory agency in every state and county in the nation from the Environmental Protection Agency (EPA) and State Departments of Environmental Quality to the Fish & Wildlife Service and Bureau of Land Management. Through this experience, PB has first hand knowledge of these regulations and has developed an understanding of the local interpretations of these laws.

Compliance Management Planning: PB has experience providing clients with information in a context that allows them to be compliant will the maze of environmental laws. Another method for dealing with compliance-related issues is the development of management plans and EMSs. PB can develop an EMS towards ISO 14000 certification or utilize ISO 14000 concepts to meet client-specific needs. We have experience writing plans that detail EMS implementation and operation; internal auditing and inspection; corrective action and reporting; and management review and documentation. For those clients that are ISO 9000 certified, PB uses an effective approach of dovetailing the EMS into the quality system and culture. A result of working with our clients in developing simple data tracking systems with pre-existing software and/or systems is that the long-term result of our work is most effective.

Pollution Prevention Surveys: Our approach to pollution prevention is simple listen, evaluate and implement. We have found that our customers often already have the answer regarding ways to reduce or eliminate wastes within their facilities once they take the time to look at their processes in a different light. Educating our clients on ways to do things safer, easier and cheaper results in waste minimization.

Typical tasks performed by PB include: evaluation of client-specific, local and state pollution prevention goals and objectives; evaluation of current operations; analysis of opportunities for pollution prevention; providing economic evaluation of options; review of organizational alternatives and development of customized training and data management systems for staff to implement and track pollution prevention improvements.

WASTE MANAGEMENT SERVICES

Waste Characterization Studies: PB s environmental professionals have performed these services for both private and public clients under both RCRA and CERCLA. This includes development, regulatory approval and implementation of work plans through the signing of the Record of Decision documenting the negotiated clean-up method. A typical RCRA Facility Investigation/Corrective Measures Study (RFI/CMS) or CERCLA Remedial Investigation/Feasibility Study (RI/FS) would include the following:

         Work plans: safety and health plan (including hazard assessment), Quality Assurance Plan, field sampling and analysis plan;

         Reports: investigation results and recommendations, risk assessment (ecological, human health), hazard assessment/interim remedial measures assessment, FS (including engineering and cost analysis), Environmental Quality Act (EQA); Record of Decision (ROD);

         Community relations: public meetings and comments to FS, EQA, ROD and

         Investigation-derived waste/materials management.

During the FS phase, our engineers typically identify potential methods for recycling or metals recovery, such as having petroleum-contaminated soil processed into asphalt products, using recovered free petroleum products as supplemental fuel in kilns, or lead recovery from lead-contaminated soils. We have found that regular communication with the regulatory community is critical to the success of these projects. Obtaining buy-in from the regulators as the project progresses prevents repeating field studies and reports as well as streamlining the review and comment process. Rather than submitting results to the agency to accept or reject, PB has found inviting the agencies to provide input in the planning phases (before the work is performed) invaluable in obtaining consensus with the results. During the regulatory comment and response phase, discussing the responses with the regulators prior to putting them in writing and integrating them into draft documents provides a way to save numerous and costly iterations of plans, reports, and decision documents.

Solid waste management/recycling: PB has provided economic analysis, conceptual planning and design, environmental permitting, and complete engineering, design and construction for waste management facilities. We have served as technical advisors and provided due diligence assessments for several international banks on various waste management projects. Examples of PB s capability in this area include:

Waste-to-energy/fuel options: Through PB s extensive power engineering services group, we have developed many innovative systems to turn waste into energy.

 

For all these programs, PB s engineers have performed engineering, regulatory and economic analysis including feasibility studies and financing documentation. We offer a full range of environmental engineering services including design of air pollution control systems, preparation and submission of environmental permitting documents, testing and evaluation of systems for regulatory compliance, and presentation and testimony services at public hearings.

 

Through this Environmental Advisory Services FSS Contract, PB offers its full range of services, in accordance with each of the three SINs described in the scope of work. We can provide these services from our offices throughout the world (at the Off-Site Rates shown in the accompanying table) or to conserve your resources, provide them On-site for substantial savings.

 

PB Rates across 36 different technical and technical support categories are shown in the table below. All amounts are inclusive of fee and GSA s 1% Industrial Funding Fee (IFF).
