Focus

The focus of Manufacturing Control Systems, Inc. is to assist in the development and improvement of enterprise operations and strategy including the enterprise information architecture. The services we pervade include evaluation, analysis, change recommendations, enhancements, strategy development and Project Management assistance. Included in this focus is the development and delivery of on-site education sessions that are targeted, relevant, and responsive to the attendees and their entities. We are cognizant of the limitations of our focus and do not present ourselves as being experts in  sales and marketing, accounting, or financial management We do not provide IT programming services nor the physical information systems infrastructure architecture. We will sell no product other than our own expertise and will always stand separate from the vendor of product community.

Supply Chain Management. Planning & Execution

Every enterprise has a strategy. It has, in fact, several different strategies: enterprise, financial, marketing, operations, and others. These strategies must be aligned, coherent, consistent, and appropriate. Manufacturing Control Systems, Inc. assists its’ clients in the development of strategies that are appropriate to the markets it serves and the value chains of which it is a part. Once the enterprise strategy has been defined then we aid in the alignment of the functional strategies and their supporting policies and procedures. When this has been accomplished the enterprise will be better able to move forward in both assisting and understanding its trading partners and employees.

 

Enterprise Policy – Options, Evolution, and Evaluation

Policy change is difficult in any enterprise. For those entities committed to supply chain operations we will assess the policies in place for congruency with the initiative. We define those policies that enhance the initiative and, more significantly, those that inhibit it. We assist in the development of new policies for supply chain operations and adjustment of those that only require modification. We identify the options available and evaluate the likely resolutions. Because change is so profound, we seek an evolutionary path rather that revolutionary change.

 

Logistics Policy – Development & Impact Evaluation

Logistics extends far beyond transportation, consolidation, distribution & fulfillment warehousing, and dock management. It extends into the production facility. All of these logistics action points must be coordinated. Manufacturing Control Systems, Inc. aids in the development of logistics policies and operations for inbound, outbound, and internal actions.  We provide assessment and impact analysis to optimize this critical enterprise aspect.  Out enterprise logistics efforts include devising the network, provisioning the network, monitoring the equipment and scheduling that equipment to achieve enterprise business objectives.

 

Project Management – IT & Operations

Manufacturing Control Systems, Inc. provides Program Management assistance on two levels. We assist in the realignment of the physical assets to provide rapid response based on flow based operations. We also aid in the integration of allied informational flow and processes for the supply chain enabled facility. Because both the physical and informational flows have to come together, we endeavor to keep both sides of the supply chain coin moving in the same direction and at the same time.

 

Supply Chain Management Education

Because it is very important that everyone within the enterprise understand the supply chain concepts, techniques and philosophies, Manufacturing Control Systems, Inc. makes available it own set of single and multiple day education sessions. These classes do not promote a technique or a product. The do “tell it as it is” and honestly discuss the barriers and constraints the always exist. Unlike other providers we not only identify those barriers and constraints but discuss the options available to those involved in the process. We believe that education is a major part of the effort to change the corporate mindset so that the enterprise culture can, itself, change without a great deal of trauma. Education classes can be made available as a part of our efforts under SIN 874-502. We have not presently applied for SIN 874-504 or 874-505 under LOGWORLD but anticipate doing so in the future.

 

Operations Strategy Development

Enterprises that do not have a coherent strategy for success in their marketspace can not achieve their goals. Manufacturing Control Systems, Inc. assists it clients in the development of both enterprise and operational strategies that build on their strengths. These strategies must be relevant to their corporate culture and consistent with the process they execute. It is the enterprise strategy that drives the development of the operational strategies and must be supported by policies, procedures, metrics, and incentives. When all of these come together the enterprise succeeds. We evaluate the market and the enterprise, the techniques and technologies and develop the strategies, tactics and time-line for achievement.

 

Metrics -Evaluation and Development

When the metrics do not align with the enterprise and operational strategy then those strategies fail. Reality is “Tell me how I am measured and I will tell you what I will do!” Manufacturing Control Systems, Inc. evaluates the metrics in place and recommends the development of additional metrics, realignment or abandonment of the metrics that do not support those strategies. Our efforts are dedicated to providing our clients with consistent and relevant metrics throughout the enterprise that enable business objective monitoring and control.

 

Policy, Procedure, and Systems

 

Inventory Control

MCS aids organizations in controlling the inventory asset. This is accomplished through evaluation and enhancement of deployed methods for tracking the movement of materials and location of items within and beyond the enterprise facility. These efforts include evaluating the profile of stores, order picking and packaging methodology, and put away procedures. The objective of these efforts is to enable the organization to achieve and maintain visibility as to what materials it has, how many of them it has, and where they are located. It includes unit of measure conversion, location control and stock rotation.

 

Inventory Management

MCS aids organizations in managing the inventory asset by establishing the appropriate policies relative to stocking levels, reserve (safety) stock levels, stock reservations, appropriateness of items to JIT/Kanban approaches, and VMI/VOI evaluation. IM services include assessment and evaluation of where stores both within and beyond the enterprise facility

 

Stores Facility Layout

Storage facility layout impacts the ability of the enterprise to adequately execute any plan for Inventory Control. MCS assesses the current stores facility within the operating facility, the manner of locating materials. MCS evaluates the effective use of the facility square and cubic space including the capability to utilize racks and materials handling equipment. This service is usually in conjunction with the assessment of overall flow of materials into, within, and outbound from the enterprise.

 

Production Facility Layout

MCS aids in aligning the operating facility to the operating strategy. This includes evaluation of the level of production technology deployed, set-up technology, change- over procedures, and the utilization of operating cells. These efforts may include the development of alternate approaches to the structure and architecture of the operating area in terms of the classes of equipment utilized.

 

Facility/Equipment Maintenance/Sustainment

MCS aids in the evaluation and development of strategies for maintenance of both the operating facility and the equipment within it. This becomes a significant effort as the organization and enterprise moves towards “lean” techniques and Supply Chain operations. Sustainment does not only impact operating output but it also usually impacts the quality of that output.

 

Purchasing/Procurement

MCS performs operational; assessments of the Purchasing/Procurement section of the organization in order to align its efforts with those of the enterprise operation. These efforts include evaluation of suppliers and their demonstrated capabilities. It covers the methods of sourcing, order placement, and tracking as well as supplier evaluation.

 

Product Life-Cycle Management

MCS enables the organization to manage the information about the enterprise products through out their life cycle. MCS aids in the development of the PDM data base – drawings, process plans, as-built Bills of Material, product genealogy and parts traceability. This area also covers the development, release and management of new products and product changes including effectively strategies. The PLM data base must, ultimately, be accessible and usable by all parts of the organization.

 

Dock Management

MCS services in dock management including all the efforts surrounding the receipt and shipment of products in the organization including the scheduling and dispatching of the internal and external vehicle fleets. The physical layout of the dock area must provide for the easy movement of materials from and to their designated location within the organization and the accumulation of items for delivery to the customer base.

 

Operations Planning

MCS aids in the evaluation, selection and implementation of the operations planning strategy that enable the productive efforts to be aligned with the enterprise objectives.  It is recognized that different product classes may call for different planning strategies and that no one strategy is always appropriate through out the life cycle of any product. The various operation planning methodologies must enable the Operations personnel to actually execute the plans on both a individual SKU/item and the operations aggregate basis. Operations Execution

Manufacturing Control Systems, Inc. efforts in Operations Execution cover the release of orders and materials aligned with the Operations Plan recognizing the changing nature of daily priorities. Operations Execution includes the management of operational efforts, visibility of released orders and materials, anticipated completion and shipment dates, as well as quality monitoring. It may also cover the methodologies for disbursement of order documentation including engineering drawings, as-built Bills of Materials, process plans and part programs.

Partner Relationship Management (CRM&SRM)

Twenty-first Century business practice has migrated from an arms-length third-party model to the highly collaborative partner-based relationship. Manufacturing Control Systems, Inc. assists enterprises in creating the corporate culture and practice that enable partner-based relationships with both suppliers and customers. Information Systems Application Strategy

Because effective supply chain operation is heavily dependent upon acquiring, sharing, and using information, the development, review, and enhancement of the IT application suite is extremely important. Manufacturing Control Systems, Inc. evaluates he enterprise objectives, the markets served, the enterprise operations, and the application suite in place. We assist in the development of an application acquisition and enhancement strategy that will promote goal attainment. The appropriate application suite will change over time as new technologies appear and suites are updates. These changes in functions available should always be evaluated.

 

Information Systems Application Evaluation & Selection

Within any application area, the quality of a specific solution provider’s product is both a moving target and a major enterprise investment. Manufacturing Control Systems, Inc. assists its clients during the evaluation and selection effort of those products to assure the most practical solution. What makes us unique?

The Performance Enhancement Group is an organization dedicated to the development and delivery of superior education in the areas of Supply Chain Management, Warehousing and Distribution Management, Materials and Operations Management, and Logistics. It develops it own education material and maintains its relevancy. The education sessions are available on both one and two day formats as well as half day and one hour presentation formats. We are distinguished from other organizations by four (4) characteristics. First, we are not aligned with a specific technique or technology. We recognize that there is no one universally correct or appropriate approach that can be applied to all entities – one size does not fit all! Second, we are not aligned with any vendor of product – either equipment or information systems. Therefore, we can suggest any class of such products assuring attendees that it is our best evaluation and that we not have a financial interest in their decision. Third, and most significant, we discuss the barriers and constraints to success openly and honestly as a part of the program and actual answer questions. We do not try to fit the square peg into the round hole. Finally, our courseware, the material that we leave behind is constructed in such a manner as to be reference material that is usable and used long after the class.

 

Curriculums

The PEG Group offers multi-session curriculums in materials management, supply chain management, distribution and logistics, and electronic commerce. The classes presented under these curriculums have been developed by and the intellectual property is owned by the delivering Instructors. All sessions are without commercial content and do not promote a specific product.

 

Pricing

The Performance Enhancement Group is a division of Manufacturing Control Systems, Inc. and provides on-site education sessions within the defined area of focus. Unlike other providers of education services, we offer our services based on a fixed fee for the services of the instructor plus the associated travel and living costs and the cost of the course books for attendees. This model provides the client entities with the lowest per attendee costs by encouraging broader participation.

Contract Overview

The GSA Federal Supply Schedule contract for LOGWOLD offers a broad spectrum of professional services that can be applied to domestic or overseas locations by all federal government Departments, Agencies, and offices as well as other organizations that have been authorized to the contract under this schedule. The contract period is from 14 March 2006 through 14 March 2010. At the end of this period there is an additional option exercisable by GSA that may extend the contract period through 1 April 2015. This schedule is an Indefinite Delivery Indefinite Quantity (ID/IQ) contract with no specified maximum dollar value or limit to a task order size.

 

Under this schedule, using the simplified GSA order procedures the contracting offices may issue either Firm Fixed Price (FFP) or Labor Hour (L/H) based task orders directly with MCS using the approved labor categories that have been approved and the associated ceiling rates. The specific type of order is a determination of the ordering office. The contract permits the deployment of a variety of professional services for supply and value chain management, process improvement, assessments, surveys, and information dissemination. The contract may be used to commit Manufacturing Control Systems, Inc. resources as specified in the specific task order. Discounted rates may be offered on an individual task order basis. This contract is available for use by all Department and agencies of the federal government as a source of professional services for domestics and overseas use. Government contractors that have been authorized under 48 CFR 51.1 and have such authorization in writing as well as other entities and organization that have been authorized by statute to use the GSA as a contract resource may also use this contract. The schedule of volume discounts is:

                        A “day” is understood to be eight (8) hours of effort.

 

MCS billing rates are for professional services and do not include any travel and living expenses that may be associated with the execution of a Delivery Order.

 

Ordering Instructions: GSA s streamlined ordering procedures have reduced the government procurement process to a few simple steps. While GSA Federal Supply Service has already determined MCS rates to be fair and reasonable, ordering offices must determine that the total price is reasonable for the specific tasks required by the agency. After identifying a need for logistics services and determining that the required services are within the scope of this schedule, the government agency:

 

1. Prepares a Request for Quotes which include:

- A performance-based statement of work that outlines the work to be performed

- Type of Task Order labor hour (LH) or firm fixed price (FP)

- Basis to be used for contractor selection (best value, low cost, etc)

2. Transmits the Request for Quotes to Contractors

- Select at least three (more if TO value is over $1M) qualified contractors on the

schedule

- Send Request for Quotes to selected contractors

3. Evaluates quotes and selects the contractor to receive the order  

- Evaluate responses based upon the factors identified in the request for quotes

- Place the Order directly with the schedule contractor that represents the best

value and results in the lowest overall cost alternative (considering price, special

qualifications, administrative costs, etc.)

 

Note:      Special ordering procedures have been established for DoD Agencies when placing orders for services exceeding $100K IAW Section 803 of the FY 2002 Defense Authorization Bill. See the applicable DFARs for additional information.

 

The Task Order is issued directly from the requesting government agency s contracting office to the selected contractor without GSA involvement in the procurement process. All Task Order reporting requirements and remission of fees to GSA are the responsibility of the contractor.

The establishment of Blanket Purchase Agreements (BPAs) for recurring services is permitted under this contract. The potential volume of orders under BPAs, regardless of the size of individual orders, may offer the ordering office the opportunity to secure volume discounts. When establishing BPAs, ordering offices should inform contractors in the request for quotes (based on the agency's requirement) if a single BPA or multiple BPAs will be established, and indicate the basis that will be used for selecting the contractors to be awarded the BPA(s).
