NEPA

• Preparing environmental checklists and environmental impact assessments;
• Determining the level of NEPA compliance and documentation requirements;
• Preparing categorical exclusions, environmental assessments, and environmental impact statements; and
• Preparing remedial action work plans, remedial investigations/feasibility studies, treatability studies work plans, sampling and analysis plans, data quality objectives, regulatory compliance analyses, and remedial design/remedial action plans.

Program Management

• Determining program mission, workscope and budget, and determination of quality objectives;
• Developing program specific performance/success criteria and goals;
• Addressing regulatory or government agencies comments as they pertain to environmental planning; and
• Using advanced communication and outreach programs to gain public and private recognition and acceptance to advance program''s mission and accomplishments.

Risk Analysis

• Developing and applying technical feasibility models for evaluating innovative environmental technologies and remediation systems against "baseline" counterparts;
• Performing cost-benefit analyses to examine the wider environmental, social, and economic implications for innovative pollution prevention/waste minimization processes or remedial technologies, relative to their respective "conventional" approaches;
• Preparing baseline human health and ecological risk assessments associated with remediation of CERCLA- and RCRA-sites; and
• Evaluating tasks and work environment to anticipate, recognize, evaluate, and control situations or hazards (radiological, chemical, physical, biological, or others) that may significantly impact the health and safety or efficiency of the site workforce.

Environmental Compliance Services  (899-2)

Waste Management Services (899-4)

MSE has proven expertise in every aspect of waste management including sampling and analysis, waste acceptance criteria, waste characterization, regulatory compliance, tracking system development, recycling development and design, treatment alternative assessment, and waste disposition. MSE''s diverse professional staff has proven experience with the following:

• Management and tracking of generated wastes (i.e., solid, hazardous, construction, maintenance, residuals, secondary, etc.);

Hazardous Material Management Services (899-5)

MSE has proven expertise with the development and implementation of tracking systems designed to ensure all hazardous materials used and wastes generated are handled in accordance with all applicable regulations. MSE has developed computer-assisted auditable cradle-to-grave tracking and inventory systems for the management of hazardous materials and waste minimization efforts. These systems are designed to comply with policies and procedures for purchasing, characterizing, labeling, handling, storing, tracking, and disposing of hazardous materials and wastes. Data input into these systems can include custodian, date, time, quantity, storage location, characteristics, and MSDS information. The tracking system is capable generating reports sorted by the above categories; furnishing MSDS by company Intranet and off-site via Internet; and providing information for regulatory reporting, personnel protection, pollution prevention, and emergency response actions. MSE has developed these tracking systems, involving complex data sets, which are linked to extensive compliance and performance reporting networks. These systems are designed by MSE to allow for board user accessibility to environmental data and waste management information to assist facilities with meeting stringent government regulations regarding material tracking and reporting.
