INTRODUCTION

 

Limno-Tech, Inc. (LTI) has been awarded a contract with the GSA to be included on their schedule for Environmental Services. Having a place on this schedule means that LTI can be called upon and accessed for a broad variety of environmental engineering and remediation work with a minimum of administrative effort. The GSA contract has approved labor rates that are presented in this fact sheet. Contracting officers can award work directly to LTI by using established GSA procurement and ordering procedures.

 

LTI has provided quality technical services to federal, state and municipal governments and industrial clients across the United States for nearly 30 years. Our mission is to provide expert consulting services in the environmental engineering and science fields. We are one of the few companies in the country that focuses on water quality issues and related regulatory programs and compliance. We are experts in modeling water systems including lakes, rivers, estuaries, harbors, watersheds, and sewer system pipe networks. We are also national leaders in the assessment and remediation of contaminated groundwater, contaminated soils, and hazardous materials. SCOPE OF SERVICES

 

899-1 Environmental Planning Services & Documentation

Limno-Tech s experienced staff offers environmental planning services and documentation to support water quality, contaminated sediment, and watershed issues.

Environmental Program Management

LTI develops and manages environmental programs for permit compliance, submittals of notices of intent (NOI) to be covered under general permit programs, and maintenance of environmental databases. As a prime contractor to EPA s Office of Water, we provide national programmatic support for combined sewer overflow (CSO), sanitary sewer overflow (SSO) and storm water programs. Work includes data collection, management of national databases, preparation of Reports to Congress, training, production of outreach material, and maintenance of government web sites.

Environmental Regulation Development

We have supported environmental regulation development for the EPA s Office of Water, assisting with data collection to support rule development, management of public comments and responses to comment, and issuance of final rules and regulations. Limno-Tech has also assisted with the preparation of economic impact analyses and cost/benefit analyses. Our Ann Arbor, Michigan, and Washington, D.C. offices are staffed with engineers, scientists, and policy experts to assist federal and state agencies with regulatory issues.

Economic, Technical, and/or Risk Analyses

LTI conducts economic analyses including cost-benefit analysis, cost allocation, effluent trading analysis, ability to pay, natural resource damage assessments, and economic benefit of past compliance. Work includes conducting engineering analyses to assess technical feasibility of engineered solutions, determine best- and worst-case conditions, and develops models to assess the impacts of multiple pollutant inputs into a natural system. Our firm conducts risk analyses to determine impacts on human and ecological health through various exposure pathways, and assesses impacts through bioaccumulation and bioconcentration for such contaminants as PCBs and mercury.

Wetlands and Ecological Analyses

Limno-Tech conducts wetlands assessments and delineations and works on wetlands permitting, mitigation, and restoration projects. LTI conducts fish, macroinvertabrate and botanical surveys, and performs long-term wetlands restoration monitoring. We specialize in other limnological investigations for lakes and wetlands, and supports Endangered Species Act activities.

 

899-2 Environmental Compliance Services

 

Limno-Tech offers services to assess environmental compliance for federal facilities and operations for specific clients, and tracks compliance on a national level for EPA s Office of Water.

Develop Plans to Meet Environmental Regulations

LTI develops plans for clients to meet environmental regulations and permit reporting requirements. Our clients include municipalities, industries, airports, and others to develop cost-effective plans based on sound science and engineering to comply with water, wastewater, storm water, and hazardous waste cleanup regulations.

Pollution Prevention Surveys and Plans

Limno-Tech has prepared Storm Water Pollution Prevention Plans (SWPPPs) under storm water rules for industries, municipalities, and airports. LTI has expertise in assessing pollution prevention opportunities and in development of plans to control future pollution sources. Our firm has prepared several fact sheets on Pollution Prevention for EPA s Office of Water.

Environmental Compliance Audits

LTI conducts environmental compliance audits for facilities with multiple discharges and complex regulatory compliance requirements such as airports and port facilities. We have also conducted audits that are ISO 14000-based, as well as audits that fit the specific needs of clients. LTI assists EPA s Office of Enforcement and Compliance with outreach and related to wet weather sources of pollution.

Compliance Management Planning

We develop plans to assist clients in compliance management, including developing software tools to track and monitor important parameters for environmental compliance. LTI works jointly with clients and regulators to provide metrics that are important both for compliance and for the operation of facilities that must meet the environmental standards.

Review of New Technologies Impact on Compliance

LTI reviews a variety of new technologies to assess the impact on compliance with environmental regulations. Reviews have been conducted in the areas of watershed modeling, TMDL development, airport and road deicing chemicals, industrial activities, and dredging technologies in rivers. We have also investigated emerging storm water management controls and prepared fact sheets for EPA s Office of Water on low impact development, use of vegetated roof covers, and bio-retention technologies. These activities have been oriented toward determination of pollution control and compliance.

 

899-3 Environmental Occupational Training Services

Limno-Tech conducts training sessions on a variety of permitting, watershed, water quality modeling, and contaminated sediment issues for the EPA s Office of Water and other clients. Several former and current professors on-staff regularly teach university courses as well as offer in-company training.

Standard Off-the-Shelf Courses

Our firm has the ability to apply standard off-the-shelf courses and integrate course material into training programs. We assisted in the development of EPA s Storm Water Course materials, and coordinated training sessions jointly sponsored by EPA and the Navy at six locations across the United States. LTI has also assisted EPA with watershed training at several dozen workshops across the country, with emphasis placed on selection of appropriate modeling tools and techniques to address questions that need to be answered.

Customized Course Development

LTI develops customized courses and provides them to clients to meet highly specialized training needs. We tailored a series of monitoring and modeling workshops focused on urban sewer overflow problems to meet the needs of several different states where regulations and approaches to permitting varied from state-to-state.

 

899-7 Geographic Information Systems (GIS)


Limno-Tech has employed GIS to help clients with geographically complex problems for over 10 years. LTI matches GIS tools to the unique needs of each project, creating customized applications that help managers find innovative and appropriate solutions. We offer services in mapping and cartography, GIS data Management, pollution analysis, and visualization of environmental impacts.

Mapping and Cartography

Our firm utilizes available databases and GIS expertise to develop base maps upon which environmental features can be overlain. Features such as land use, storm and sanitary sewer maps, and installed best management practices are frequent data overlays. Custom programming and off-the-shelf GIS applications allow for the generation of reports that detail land use, identify sensitive or vulnerable areas, or delineate watershed boundaries for use in further environmental analyses. Working for EPA s Office of Water, LTI generated a series of over five hundred maps of urbanized areas across the country to illustrate areas that are to be covered by Storm Water Phase 2 Program permits.

GIS Data Management

LTI manages large databases that have a substantial amount of locational data. Working for EPA s Office of Water, LTI has improved the amount and quality of GIS information stored in the Permit Compliance System, a national database that tracks NPDES permits across the country.

Pollution Analysis

Limno-Tech combines watershed, water body, and pollution models with GIS to produce analyses of how pollutants will be distributed spatially over time. These analyses are often compared to risk assessments or regulatory levels to determine hot spots or areas of concern for temperature, chemicals, pathogens, potential algae blooms, or a variety of other significant environmental measures. LTI has developed such GIS modules for lakes, rivers, estuaries, and land areas.

Visualization of Environmental Impacts.

Our staff utilize GIS in conjunction with risk assessment and watershed models to develop model visualizations to assist decision makers and the public to understand complex environmental events. Visualizations frequently take the form of computer-based movies or animations, and have proven to be effective presentations for sediment transport and burial, pathogen transport and dilution, and demonstration of thermal mixing zones.

 

899-8 Remediation Services

LTI provides environmental remediation services for chemical contaminants including chlorinated and nonchlorinated solvents; heavy metals; PCBs; petroleum hydrocarbons; wood preserving compounds; and de-icing fluids across a wide variety of industrial activities. Our professionals have experience evaluating, designing, and implementing effective remedial technologies, including source, sediment and soil removal; soil vapor extraction; air sparging; groundwater pump-and-treat; dual phase extraction; free product recovery; capping and containment systems; bioremediation; and natural attenuation and recovery.

We offer services in Preparation, Characterization, Field Investigation, Conservation and Closure of Site and well as in Long Term Monitoring/Long Term Operation (LTM/LTO).

Preparation, Characterization, Field Investigation, Conservation and Closure of Site

Limno-Tech conducts site investigations, and characterizations for known and unknown sources of contaminants. LTI approaches each project with a focus on strategic planning, communication, and negotiation with responsible parties and stakeholders to develop an appropriate investigative program. Our staff are experienced in air, groundwater, and biological monitoring and have extensive experience conducting investigations related to organic, chemical, and metals impact in the soil and groundwater.

We have conducted investigations at land-based facilities, landfills, hazardous waste lagoons, rivers, lakes, and harbors. LTI s advanced subsurface and surface water quality modeling capabilities can help to describe conditions and project scenarios for comparing alternatives, creating visualizations, or assessing future conditions.

Long Term Monitoring/Long Term Operation (LTM/LTO).

LTI conducts long term monitoring / long term operations at sites while remediation is ongoing and after remediation is complete. We have the expertise, capacity, and tools to conduct air, soil, and groundwater testing and monitoring. Our firm is experienced in developing complex computer databases of testing results, and analyzing the results using statistical procedures. Monitoring and long-term operation results have been utilized in numerous negotiations and decision-making sessions and have yielded significant cost savings for clients during the remediation phase.
