MEC Analytical Systems, Inc. (MEC) develops, conducts, and supports environmental programs for the government by providing high quality ecological science. MEC maintains offices in Carlsbad, Oakland, and Tiburon, California and in Sequim, Washington. Over the last 3 decades, MEC has evolved from a group of top scientists from the Scripps Institution of Oceanography in La Jolla, California into highly regarded interdisciplinary biological and environmental science firm. The firm consists of recognized scientists with diverse capabilities and expertise in ecological toxicology, marine and aquatic biology, terrestrial biology, environmental chemistry, ecology, computer science, and statistics. The multi-disciplinary expertise of our scientists as well as state-of-the-art laboratory facilities and field operational equipment are available for environmental science applications. MEC has an established reputation for excellence in these fields. The following environmental legislative acts reflect the range of applied sciences available to you through the GSA environmental services contractor agreement. MEC staff has developed testing procedures for the EPA, conducted technical training programs for the U.S. Army Corps of Engineers, and designed deepwater sampling devices for the U.S. Navy Office of Naval Research. Staff members have pioneered innovations in the fields of benthic ecology, dredged material evaluation and sediment testing, forensic eco-toxicology, and ecological risk analyses. Sophisticated, new techniques in the fields of bio-remediation and water treatment systems are currently being developed.

Experience and Capabilities 


MEC's experience includes preparation of comprehensive baseline descriptions of biological resources and water quality; habitat valuation; environmental fate and toxicity testing in fresh, estuarine, and marine aquatic systems; formal ecological risk assessments; methods development for toxicity testing, including sublethal and chronic tests; and the design and monitoring of mitigation measures. MEC's services are supported by comprehensive facilities and equipment.

Laboratory Facilities 
Specializing in Physical, Biological, Toxicological, and Taxonomic Studies

MEC's laboratories in Carlsbad, CA and Tiburon, CA are among the largest in the western United States.  Our labs perform aquatic toxicological bioassays to determine the environmental effects of pollutants dissolved in water or adsorbed to sediments. The Carlsbad laboratory is newly equipped with state-of-the-art control chambers for conducting experiments, and the Tiburon lab provides similar state-of-the-art flow-through conditions. These two laboratories allow MEC to conduct very controlled, large-scale ecological assessment programs. Testing protocols generally adhere to guidelines stipulated by the U.S. Environmental Protection Agency, American Society for Testing and Materials, U.S. Army Corps of Engineers, and/or local Regional Water Quality Control Boards. Our Carlsbad laboratory is one of the first in the nation to gain NELAP accreditation (National Environmental Laboratory Accreditation Program Number 0113CA).  The Carlsbad and Tiburon laboratories have been certified by the States of California (ELAP #1827 and #1860, respectively), Oregon, and Washington.

MEC has conducted hundreds of environmental surveys and testing programs associated with coastal, wetland, and terrestrial habitats and has pioneered the development of improved field sampling methods to provide greater accuracy and efficiency. For many projects, MEC designed and fabricated testing equipment when standard field sampling technologies proved inadequate. MEC owns and operates an extensive inventory of field equipment for sample collection and monitoring activities that includes boats, a barge specialized for staging sediment core sampling in shallow lagoon environments, vibracore and vibratory hammer core samplers, grab and box core samplers as well as other coring tools, fish nets and seines, water quality analyzers, differential GPS, and camera and video systems.

U.S. Bureau of Land Management; U.S. Army Corps of Engineers: Los Angeles, Sacramento, San Francisco, Portland, and Seattle Districts and the Engineer Research and Development Center; U.S. Navy; U.S. Fish and Wildlife Service; and U.S. Environmental Protection Agency; Port Authorities of Oakland, Richmond, Los Angeles, Long Beach, Seattle,; and the Sanitation Districts of Los Angeles, Orange County, San Diego City and County.

MEC services include: MEC has developed a Sustainable Compliance Program to assist dischargers in improving their monitoring programs by evaluation of the long-term biological, chemical, and physical trends in their monitoring data. This approach provides an understanding of the ecological impacts, in addition to tracking long-term progress in achieving pollution reduction/prevention goals. MEC's team of technical experts and laboratory capabilities provide clients with monitoring, planning, and implementation to meet the goals of compliance programs.  Our toxicology research laboratories are certified by federal (NELAP) and state licensing agencies (California, Oregon, Washington).

Environmental Training Services

MEC scientists prepare occupational training on such topics as dredged material management, stormwater management, or statistical sampling and design. MEC has developed and presented numerous seminars focused on environmental topics such as: Technical course work has been presented as lectures, seminars, workshops, and short-term courses. MEC will develop custom courses, presentations, or web-based training to suit individual client needs.

How to Order



Our contract officers are readily available to guide you through the GSA contract process; generally the following steps are followed:
1. Develop a Statement of Work
2. Develop a Cost Estimate
3. Review information available on-line to compare price lists and qualifications of contractors
    ( www.fss.gsa.gov )
4. Request a Cost Estimate from 3 GSA qualified contractors, including:
a) Statement of work
b) Evaluation criteria
c) Indication of whether the pending contract should be based on fixed-price
     or labor-hr (time and materials) costing
5. Determine the firm offering 'best value'; document selection criteria
6. Request final cost estimate based on either fixed price or labor-hour evaluation
7. Issue a Task Order directly to the contractor selected
