1.1    874-501 - Supply and Value Chain Management Services       Services including, but not limited to, the planning, development, management, operation, and maintenance of logistics systems. These systems deal with: acquisition support, movement and maintenance of resources (including the material requirements determination and acquisition planning, storage, movement, distribution, maintenance, evacuation and disposition of material and equipment) asset or property visibility and management; and operation and maintenance of the infrastructures that support these activities. Contractors may provide assistance and guidance in support of an agency's assessment of the best combination of channels to create value for its customers. Services may include vendor- managed inventory systems; the operation of private and/or Governent-owned warehouses, stockrooms, or other storage facilities; shipping and receiving; staging and storage; packing and crating (excluding household goods); and design, re-engineering, operation and maintenance of distribution and material handling equipment systems. 1.2    874-503 - Distribution and Transportation Logistics Services       Services including, but not limited to moving and storage, transportation system development and management, carrier management and routing, and freight forwarding (excluding household goods and small package services). These services may include planning and design, implementation, or operation of systems or facilities for the movement of goods, supplies, equipment or people by road, air, water, rail, or pipeline. Commercial passenger airline services covered by the Airline City Pair Program are excluded.

2.1    Introduction to Lion-Vallen Industries, Inc. Lion-Vallen Industries (LVI) is a joint venture between Lion Apparel and Vallen Safety Supply Company (a unit of Hagemeyer North America). LVI was formed in 1995 to respond to contract opportunities emerging from the outsourcing of supply chain and logistics management services by the Department of Defense.

LVI was awarded its first contract in November 1995, by the Defense Supply Center Philadelphia (DSCP). This "pilot" contract established LVI as the prime vendor for all the U.S. Air Force s recruit clothing. From its service center location in San Antonio, TX, LVI became the sole supplier of recruit clothing items to the Air Force recruit induction center at Lackland AFB (also in San Antonio).

This "pilot" contract, which had a three-year term, required that LVI manage the following functions:

  • sourcing of products
  • selection of manufacturers
  • contracting
  • inventory planning
  • procurement
  • warehousing
  • delivery

Subsequently, LVI has been awarded several other large supply chain and logistics management services contracts. These awards include the Virtual Prime Vendor Southeast contract awarded by DSCP in 1999, and the Individual Combat Clothing and Equipment/Consolidated Issue Facility (CIF) contract awarded by the U. S. Marine Corps in 2000.

3.1    Introduction to LOGWORLD Logistics Worldwide (LOGWORLD) is a contract vehicle provided by The General Services Administration (GSA) to provide for rapid, cost-effective logistics services to meet the customers needs.

_ Agencies placing orders against a Federal Supply Schedule (FSS), also known as Multiple Award Schedule (MAS) need not seek further competition beyond requesting quotes from a minimum of three (3) schedule contractors, synopsize the requirement, make a seperate determination of fair and resonable pricing, or consider small business programs. Orders placed against an MAS are considered to be issued using full and open competition. GSA has already determined the prices of items under schedule contracts to be fair and reasonable. By placing an order against a schedule, the agency has concluded that the order represents the "best value" and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. The Federal Supply Schedule program mirrors commercial buying practices.

_ 3.2    How LOGWORLD Works GSA manages and directs the Federal Supply Schedule program which provides Federal agencies with a simplified process for obtaining commonly used commercial supplies and services. Indefinate delivery contracts (including requirements contracts) are established with commercial firms to provide supplies and services at stated prices for given periods of time.
