Management, Organizational and Business
Improvement Services (MOBIS) is a Federal Supply Schedule offered to federal
agencies by GSA to provide them with a streamlined procurement device to
procure management consulting, facilitation, survey and quality-related
training services for the implementation of quality management and other
related system change processes within their agencies.
Contractors who are placed on this
schedule are knowledgeable of quality management theory and practice and have
demonstrated that they are capable of providing expert assistance to agencies
implementing quality and other related system change processes in the federal
environment.
This schedule is not intended for
independent management or technical studies, or surveys not related to a
system-wide organizational process that includes the following major elements
of the President's Quality Award and the Baldridge
Award criteria:

Agencies placing orders against the
MOBIS Federal Supply Schedule are reminded that there is no need to seek
further competition beyond the list of schedule contractors, synopsize
requirements, or make determinations of fair and reasonable pricing. Agencies
are not required to, but may at their discretion, set aside acquisitions for
small business. The Management Services Center has already done the legwork for
you. Agencies save time and money when they use GSA Federal Supply Schedules,
and they can be assured that their procurement will be the best value available
and will comply with all applicable regulations. We take the stress out of the
acquisition process so you can focus on your agency's mission.

How Do I Pay?
Agencies may, when identified in the
contractor's catalog/pricelist, make payments for written delivery orders by
using the government commercial credit card.
"Government commercial credit
card" means the uniquely numbered credit card issued by the contractor
under the Single Award Federal Supply Schedule IG 615, or replacement
contracts. Government-wide Commercial Credit Card Service allows named individual
government employees to pay for official government purchases.
Relevant terms and instructions for use
of the government commercial credit card are contained in the aforementioned
schedule and within your agency's written internal operating procedures.
The contractor shall not process a
transaction for payment through the credit card clearinghouse until the
purchased supplies have been shipped or services performed. Unless the
cardholder requests correction or replacement of a defective or faulty item in
accordance with other contract requirements, the contractor shall immediately
credit a cardholder's account for items returned as defective or faulty.
You may use a government commercial
credit card to pay for purchases over this amount if your agency and the
contractor agree. You may also pay by purchase order.

Contractors shall provide facilitation
and related decision support services to agencies engaging in collaboration
efforts, working groups or integrated product, process or self-directed teams.
Agencies bringing together diverse teams and/or groups with common and
divergent interests may require a neutral party to assist them in:

Contractors shall provide expert
consultation, assistance and deliverables associated with all aspects of
surveying within the context of MOBIS. Contractors shall assist with, and/or
perform all phases of the survey process to include, but not limited to:

Contractors shall provide services to
manage and integrate various management and business improvement programs and
projects that may or may not be the result of MOBIS recommendations to a
Federal activity. These services may include:

Project
Manager: Provides management and technical guidance of contract
personnel on the performance of task orders issued under this contract. Shall
be able to evaluate and manage the work performed in all technical phases of
projects including strategic planning, problem solving, data reliability, study
analysis, and program oversight. Participates in
hardware/software evaluations. Coordinates with
Government personnel to ensure that the solution will satisfy the customer's
requirement. Provides highly technical expertise and
guidance to the customer.
Management
Consultant: Recognized expert in the business area
or field of endeavor being addressed. Provides expert,
independent services, and leadership in specialized functional or technical
areas. Provides expertise on an as-needed basis.
Coordinates with contractor management and customer personnel
at all levels to ensure that the problem is properly understood and defined,
and that the solution will satisfy the client s requirements. Prepares papers and documentation in support of customer
requirements. Requires excellent verbal and/or written
communication skills.
Senior
Analyst: Provides a comprehensive knowledge and support of all
aspects of system development process, from analysis of mission needs to
verification of system performance. Develops and reviews system specifications
and monitors compliance. Possesses primary or secondary
experience across a number of functional disciplines. Performs
evaluation of alternatives and assessment of risk and cost. Develops
strategy for generating multiple alternatives at various points in a project
life cycle, and provides trade-off analysis which trigger iterations of the
design process. Performs technical design reviews. Develops or modifies
specifications. Performs independent verification and
validation (IV&V) activities. Identifies technical problems and risk
areas, and develops solutions and risk mitigation strategy. Prepares reports
and presents interim and final task order results to all concerned. May perform Task Lead functions.
Analyst:
Serves as a technical expert in one or more specific system
engineering process areas. Works independently, or only under
general direction on complex engineering problems to solve given problems.
Develops strategy for generating multiple alternatives at various points in a
project life cycle, and provides trade-off analysis which trigger iterations of
the design process. Performs technical design reviews. Develops or modifies
specifications. Predicts, anticipates, or demonstrates actual achievement of
technical objectives of a hardware or computer system. Performs
independent verification and validation (IV&V) activities.
Identifies technical problems and risk areas, and develops solutions and risk
mitigation strategy. May prepare reports and presents interim
and final task order results to all concerned.
Junior
Analyst: Serves as a member of a team in one or more specific system
engineering process areas. Requires direction in completing engineering
problems to solve given problems such as: developing strategy for designs at
various points in a project life cycle; providing trade-off analysis which
trigger iterations of the design process; Performing technical design reviews
of specific items; and identifying technical problems and risk areas. Assists in the preparation of reports.
Database
Specialist: Performs the analysis, design, and
definition of the customer databases. Conducts performance
analyses of database designs to assure efficiency. Coordinates
the database development applying knowledge of design standards. Assists
or performs database administration. Coordinates with the
customer for the format of database output (reporting). Designs logical and physical databases, as required.
Business
Analyst: Applies knowledge of business methods and computerized
systems in working with customers to analyze and improve specific business
problems or performance areas. Has the ability to recommend either computerized
or non-computerized solutions. Acts as an internal consultant
to provide analysis of current or proposed business systems. Conducts
and delivers studies or cost benefit analyses for new projects or changes to
existing systems. Participate in any system development life cycle phases, as
required.
Technical
Writer: Prepares and edits documentation incorporating information
provided by management, specialists, analysts, and consultant personnel. Has
substantial knowledge of the capabilities of desktop publishing and computer
systems. Duties include the writing, editing, and/or graphic presentation of
technical information for both technical and non-technical personnel.
Interprets technical documentation standards and prepares documentation
according to the standards. Responsible for finished
documents, covering spelling, punctuation, and grammar.
Administrative
Support: Responsible for administrative duties and management support
services for a wide range of office functions. Works under direct supervision
to provide a broad range of technical support services, including but not
limited to, meeting coordination, preparing agendas and minutes, briefings,
logistics support, distributing project related information, preparing and
reproducing work products, maintenance of policy and procedures, and arranging
conferences. Provides expertise in general clerical
assistance, word processing, file management and maintenance. Proficient in PC word processing, and other general-purpose
business management programs.
