Applied Economics Applied economics is
a key aspect of company activity. The
specialized service provides practical and sound economic assistance to a broad
range of public and private sector clients. Risk analysis, cost-benefit
analysis, economic impact analysis and input-output analysis are some of the
most widely utilized techniques. A host
of computer software tools support these methods, as well as econometric and
statistical applications. Much of the
work is conducted in support of policy analysis, program evaluation, project
appraisal and commonly, the development of manuals and primers for use by
economists and non-economists.
Finance and Investment Analysis The services offered
focus on assisting clients with the optimal management of their financial and
physical resources. The expertise
assembled covers all aspects of cost recovery, including the design of pricing
policies, the development of recovery mechanisms and the establishment of
appropriate charges. The unique mix of
experience and skills brought to this area offers strong and innovative
capabilities in the areas of long and short-term resource planning, life-cycle
costing, strategic planning and investment analysis.
Risk Analysis To allow for the risks associated with
uncertainties in forecasts, a fully integrated suite of risk and sensitivity
models known collectively as RAP (Risk Analysis Process) were developed. RAP is based on the most advanced
probability and Monte Carlo simulation techniques available in applied statistics
today. Among the most important innovations
embodied in RAP is the ability to set asymmetrical probability distributions
permitting a great deal more realism than conventional approaches.
Policy Research HLB staff has worked with a number of
government agencies in the research and formulation of policy
alternatives. These agencies include:
all branches of the U.S. Department of Transportation, state departments of
transportation, the U.S. Congress, U.S. General Accounting Office,
Congressional Budget Office, various branches of the Canadian Government.
Business Case Development HLB has developed
financial and economic performance models to account for the business case
aspects of the components affected by the project. The design of the model incorporates various costs and efficiency
gains/losses of the proposed business project.
The components often include: transition costs, labor and non-labor
costs, operation costs, maintenance and efficiency gains.
Consensus Building HLB has extensive
experience in building consensus for a variety of projects. By incorporating sound economic analysis
with highly effective outreach and consensus-building components, HLB
demonstrates to stakeholders that there is genuine value-added to be obtained
and shared. HLB believes that consensus
can only emerge when the allocation of benefits is regarded as fair by all
parties. HLB has utilized its consensus
building skills in many different formats, from large public hearings for
infrastructure investments to small groups of decision makers who seek consensus
on policy or strategic planning.
