Program Manager Labor Categories

 

Functional Responsibilities: Responsible for managing contract and task order operations. Ensures quality standards and work performance on all task orders and projects. Plans, organizes, and oversees work efforts; assigns resources; supervises personnel; provides risk management; and monitors overall project and contract performance. Provides management and technical guidance to the project team in the accomplishment of work efforts. Serves as the primary interface with the customer. Demonstrates skills in the scope of work encompassed by the contract and task orders.

 

Specialized Experience: Specialized program management experience includes: concurrent management of multiple projects with total responsibility for contract/task order cost, schedule, and technical performance of project teams.

Functional Responsibilities: Collects and analyzes data to provide accurate logistics technical information in support of project tasks. Uses structured logistics and analysis techniques to define logistics support requirements. Analyzes and documents support requirements and develops appropriate support data. Assists in the development and production of supporting documentation.

 

Specialized Experience: Broad experience in providing logistics support functions, including provisioning, logistics support analysis, life-cycle cost, test and evaluation, systems analysis and design, data and/or network management, support equipment, maintenance planning, and the development of technical documentation.

Support may include but is not limited to: development and management of data collection and project management spreadsheets; development of briefings and information papers; data collection assistance, and meeting attendance. Provides input to reports and other deliverables as directed. Assists in the conduct of complex logistics analyses in support of larger project efforts.

 

Specialized Experience: Direct experience in a specific business functional area (finance, accounting, budget, quality assurance, inventory management, facilities coordination, contract management, project/program management, planning, scheduling functions, etc.).

Designs architecture to include the software, hardware, and communications to support the total requirements as well as provides for present and future cross-functional requirements and interfaces. Supports BPR, JAD/RAD efforts to modernize functional areas. 

 

Specialized Experience: Specialized experience includes logistics systems analysis, design, and development. Additionally, specialized experience may involve any of the following areas of information technology/information management: business process analysis/re-engineering, systems integration, functional requirements analysis, testing and evaluation, data management, telecommunications, networking, video teleconferencing, database management, electronic document management, knowledge management, electronic data interface, computer security, and Internet computing.

Functional Responsibilities: Manages and/or participates in activities associated with the installation, operation, maintenance, and relocation of buildings, equipment, utilities, structures, grounds, and roads. Ensures building integrity and maintenance of electrical, water, and air systems and other real property. Oversees maintenance of facility grounds. Supervises facility subcontractors. May provide assistance with short- and long-term personnel and office space relocation plans to include personnel movement, telecommunications infrastructure, hardware and software installation and transfer, conference room planning and installation, and furniture movement.

 

Specialized Experience: Direct experience in one or more of the following areas: design of office space layouts and development of detailed plans; detailed drawings of floor plans; development of design concepts; vendor and supplier management; development of office systems furniture configurations and layouts; generation and/or review of mechanical, electrical, and perspective schematics; development and management of facilities budgets; management and coordination of office relocations; and supervision of design and planning staff.

Generally works under immediate supervision on routine tasks.

 

Specialized Experience: Data entry, graphics, proof reading, editing, word processing, clerical, filing, typing, organizing, word processing, meeting scheduling/facilitation, and/or general administrative support assistance. Must also have experience with standard office software packages (e.g., MS Word, MS Excel, MS PowerPoint, Visio).

EDUCATION/EXPERIENCE EQUIVALENTS:

 

1. A Master's degree may be substituted for two years of general experience.

 

2. A doctoral degree may be substituted for an additional two years of general experience.

 

3. For all categories requiring a degree, one additional year of experience may be substituted for each year of college not attended (Bachelor s degree plus two additional years of experience is the equivalent of Master s degree, High School diploma plus four additional years of experience is the equivalent of Bachelor s degree).

 

4. Additional experience to be substituted for education must also be specialized experience defined for the labor category.

 

5. A High School G.E.D. may be substituted for a High School Diploma for the Project Support labor categories.
