Scope of MOBIS 874 Services
KTA
Group, Inc. offers expert advice, consultation and assistance to
administrative, operations and facilities management departments of government
agencies in support of management, organizational and business improvement
efforts, and documentation. These
services are particularly geared toward an agencies operations and facilities department to assist in improving management
mission performance, increase customer satisfaction and transforming their
operations. The services offered by KTA Group, Inc.

KTA
Group, Inc provides facilitation and related decision support services to
agencies engaging in collaboration efforts, working groups, or integrated product,
process, or self-directed teams. Agencies bringing together diverse teams
and/or groups with common and divergent interests may require a neutral party
to assist them in:
SIN 874-7: PROGRAM INTEGRATION AND PROJECT MANAGEMENT SERVICES
KTA Group, Inc. provides services
in the management, integration, and programs and projects related to the
facilities operating and planning for government agencies. Typical associated
tasks include:
o
Establishing
temporary field offices
o
Setting up job
files, working folders, and record keeping systems
o
Maintaining
organized construction files
o
Scheduling and
conducting pre-construction meetings
o
Handling/preparing
project correspondence to respond to the parties involved with each project,
confirm project matters, document actions taken and decisions made, etc.
o
Preparing and
maintaining daily dairies for project activities noting events affecting
construction progress (weather, manpower, site equipment, work performed, etc.)
o
Monitoring the
submittal review process including maintenance of submittal logs
o
Review and
monitoring of project schedules for construction progress with emphasis on
milestone completion dates, phasing requirements, work flow, material
deliveries, test dates, etc.
o
Assisting in
problem resolution and handling of disputed issues (including development of
Government position, drafting final decision letter, etc.)
o
Maintaining
marked up sets of project plans and specifications for future as-built drawings
o
Performing
routine inspections of construction as work proceeds, taking action to identify
work that does not conform to the contract requirements, and notifying the
contractors when work requires correction
o
Compiling,
through site inspections, lists of defects and omissions related to the work
performed and providing these lists to the contractor for correction
o
Review of
construction contractor payment requests (including preparation of necessary
forms for payment processing by government agency)
o
Monitoring
project financial data and budgetary cost accounting (Maintain spread sheets
indicating project fund allowances, obligations, payments, balances, planned
expenditures, etc.)
o
Administration
of construction contract change orders (issuing proposal requests, preparing
cost estimates, reviewing cost proposals, assisting government agency in
negotiations, preparing change order packages for processing)
o
Scheduling,
conducting, and documenting regular progress meetings with all interested
parties to review project status, discuss problems, and resolve issues
o
Scheduling,
conducting, and documenting (prepare minutes, etc. for distribution)
construction related project meetings; monitoring construction contractor
compliance with established safety standards
o
Monitoring
construction contractor’s compliance with contract labor standards (including
performing site labor interviews, collecting, reviewing, and maintaining weekly
payrolls for all project contractors and subcontractors, reporting potential
wage violations to GSA personnel)
o
Coordination of
construction activities with Building Managers and occupying agency personnel
o
Monitoring the
design and construction clarification process and, when appropriate, reminding
the A/E and other parties involved of the need for timely actions;
participation in all “Partnering” activities during construction (workshops,
meetings, etc.); preparing special reports and regular project status reports

services with CADD support (as-built drawings, survey layouts, utility plans)

Labor Category Descriptions
Executive
Responsibilities: Manages
day to day operations of the overall company.
Provides senior level management consulting skills to
clients for technical and conceptual project reviews and applicable
recommendations. Other
responsibilities include: technical training; any accounting function including
but not limited to billings, collections, taxes and operating budget; major
conflict resolutions including potential lawsuits; manage on a daily basis each
o the studios; review all proposals/ contracts; resolve any issues escalated to
the point of client dissatisfaction, non payment or legal action; participate,
in the capacity of Executive of the firm, in selected project meetings.
Qualifications: Executive
shall be a graduate of two or four year accredited post-high school program in
General Studies, Business or Engineering.
Executive shall have a minimum of 25 years of cumulative experience in
the design and construction industry.
Vice President
Responsibilities: Manages the
resources of an engineering design/consulting
studio. Supervises
negotiations of project deliverable of MOBIS tasks. Provides senior level management consulting
skills to clients for technical and conceptual project review and applicable recommendations . Provides quality assurance oversight on project and contract
performance.
Qualifications: Associate
shall be a graduate of a two or four year accredited post-high school program
in General Studies, Business or Engineering.
Associate shall have a minimum of 20 years of cumulative experience as a
Project Manager, Engineer/ Senior Designer and CAD Operator.
Senior Designer
Responsibilities:
Manages the resources of a studio department. Conducts quality assurance review of client
designs, drawings, and project specifications and makes appropriate reports and
recommendations. Provides
consulting/analytical services to the client for the development of client
project budgets, cost standards and schedules to reflect the scope of work
involved.
Qualifications: Associate
shall have a minimum of 12 years of cumulative experience as a Project Manager,
Senior Designer and CAD Operator, or shall be a graduate of an accredited 2
year Technical University with 8 years of cumulative experience, or shall be a
graduate of 4 or 5 year accredited program in Engineering or Architecture and
have passed the EIT test with 6 years of cumulative experience.
Program Manager
Responsibilities: Supervises a
project production team and its delivery of project consulting/analytical
services to clients, on time and within budgeted hours. Provides expertise to the
client on project design recommendations, design studies and project reports.
Qualifications: Associate
shall have a minimum of 10 years of cumulative experience as a construction
program manager or as a designer and CAD operator or shall have a college
degree from a 4 or 5 year accredited program in Business, Engineering or
Architecture.
Sr. Engineer
Responsibilities: Develops and
presents project engineering system alternatives to the client for its review
and determination of which alternative should be selected. Review for compliance with the project design
guidelines as developed during project scope meetings with the client. Conduct site inspections and prepare field
reports for the client at intervals outlined in the project scope of work.
Qualifications: Associate
shall have a minimum of 15 years experience as an Engineer/Senior Designer and
demonstrate proficiency and good judgment in completing complex projects
independently and have a professional registration in his/her trade.
Designer/ Consultant
Responsibilities: Executes
design tasks in support of reports and recommendations to the client for
construction and permitting. Performs quality assurance reviews of reports and recommendations
to insure compliance with industry standards and procedures. Performs accurate field work and provides
technical information to clients request for information.
Qualifications: Associate
shall have a minimum of 5 years experience as a CAD operator or shall be a
college graduate from a 4 or 5 year accredited program in Engineering or
Architecture.
CADD Operator
Responsibilities: Produces
construction documents utilizing computer aided software. Ensures that all graphic
products have been reviewed for appropriate quality assurance and technical
content.
Qualifications: Associate
shall be high school or technical school graduate Associates shall have a minimum of one year
of experience. CAD course taken in high
school and technical school shall count toward experience.
Administrative Assistant
Responsibilities: Tasks include
but are not limited to the following:
a) Types correspondence for various Studios and
Departments
b) Sets up Department meeting/lunches
c)
Prepares
packages for express mail, courier, and overnight delivery
d) Hourly routing of faxes deliveries mail and internal
correspondence for 7th floor
e) Faxes documents. Copies documents.
f)
Updates master
files for the Department
g) Relieves receptionist on switchboard
h) Assists accounting when needed

Qualifications: Associate
shall be a high school graduate, have a minimum or 2 years experiences an
administrative assistant and be proficient in Word.
