Project: Vermejo Park Ranch - Prescribed Burn 2002

Client: Turner Foundation, Vermejo Park Ranch

 

Anchor Point Group LLC conducted two prescribed fires while incorporating a comprehensive training opportunity that helped to foster a safer working environment. The objectives of the burns were to improve Elk habitat and range improvement in Ponderosa pine mixed woodland and to provide fire training for ranch personnel. The forest burn (350 acres) helped reduce fuel accumulations and a grass burn (150 acres) reduced thatch and stimulated increased forb production.

 

The project was completed safely and on budget.

 

 

Project: Upper San Pedro Watershed - Hazard Assessment and Mitigation Plan - 2002-2003

Client: Safford/Tucson Fire Management Zone

USDI, Bureau of Land Management, Tucson Field Office

 

Anchor Point Group LLC prepared a fuel and fire management plan for the Upper San Pedro Watershed. The purpose of the project is to identify the fire hazards that exist in the Upper San Pedro watershed, and to identify and prioritize mitigation measures to reduce the probability or severity of a wildfire where these hazards exist. This requires doing community level assessments of 7 communities surrounding the San Pedro Riparian corridor. In addition, 500 individual home surveys are being completed to assess the amount of defensible space that should be implemented by homeowners. The entire project area is being analyzed using GIS and proprietary hazard risk methodology. Mitigation will be accomplished using: a) mechanical methods such as thinning, mowing and raking b) political means, such as modifying building codes to require minimum road widths and turnarounds, water sources and c) public education and participation.

Project: Comprehensive Wildfire Hazard Assessment and Mitigation Strategies for Riley County, Kansas - 2003

Client: Kansas State University

 

Anchor Point Group LLC prepared a fuel and fire management plan for Riley County, Kansas. This project includes the identification, assessment and inventory of fuel models. Data collected will assist land and fire managers in making valid, timely decisions for planned and unplanned ignitions. Additionally, an assessment of local Fire District s capabilities and neighborhood vulnerability is being conducted. A Comprehensive GIS data set, including strategic and tactical fire control features, fuel hazard and types, and evacuation routes are being compiled. This requires conducting community level assessments and comprehensive fuel and fire behavior modeling. Review of existing studies and documents, aerial interpretation for fuel type mapping, and a review of land management goals.

 

The project was completed on schedule and within budget.

 

 

Project: Planting Project Environmental Assessment (EA) 2003-2004

Client: Black Hills National Forest

 

Anchor Point will provide fire and fuel management consulting services on the Planting Project Environmental Assessment.

 

Ensure that the analysis addresses condition classes, fire regimes, and fuel models within the project area.

 

Anchor Point will complete a Specialist s Report for the project record containing all information required for full disclosure in the Environmental Assessment and provide a detailed Affected Environment and Environmental Consequences report.

 

Anchor Point will provide references to support conclusions made in the Specialist s Report, citing the references as appropriate, providing a bibliography of all references used, and providing a copy of all references cited for inclusion in the project record.

 

Anchor Point will Work closely with the silviculturalist, botanist, and wildlife biologist to ensure that the fire/fuels report flows with other project reports.

 

This project is ongoing and is scheduled for completion in 2004.

Areas of Expertise:

Economic, Technical and/or Risk Analysis Anchor Point has performed to provide mountain residents, State and Federal Agencies specifically tailored technical assessments to identify and calculate fire hazards and risks.

Environmental Program Management Anchor Point staff has managed wildland areas developing recommended plans for fuel reduction measures to mitigate risks, optimize recreational values, and augment wildlife habitat.

Compliance Audits, Compliance Management Planning Anchor Point works with many State and Federal Agencies assessing regulator compliance to NFPA code and emergency response plans for redzone and with Fire Protection Districts.

S-130/190 Basic Fire Fighting & Wildfire Behavior

This is an entry-level course to assist in the understanding of fire behavior, safety, and effective control of wildland fires. Valuable experience is gained in the field exercise. No prerequisites required, however, this course is required to receive your red card. 4 days

 

S-131 Advanced Firefighter Training

This new course is designed for the Advanced Firefighter and Squad Boss to include tactics and safety. It is an interactive course, facilitated by group exercises. 1 day.

 

S-200 Initial Attack Incident Commander

This course is designed to provide the individual in charge of small initial attack fires; the graining needed to size-up, deploy forces, suppression, mo-up, communications and administrative duties. A day has been added for simulator training. 3 days.

 

S-215 Fire Operations in the Urban Interface

This course is designed to assist initial attack incident commanders and company officers in confronting wildland fires that threaten life, property and improvements. 4 days.

 

S-230 Single Resource Boss

This course is designed to meet the training needs of crew boss on an incident. Units include preparation, mobilization, tactics and safety, offline duties, demobilization and post incident responsibilities. S-131 and S-290 are prerequisites. 3 days.

 

S-231 Engine Boss

This course provides single resource boss training relevant to the engine boss position. Units covered include: identifying crew and engine capabilities; gathering information for assignments; communicating and coordinating effectively with crew members; tactics and safety. Prerequisites include S‑131, S-290, and S-230. 1 day.

 

S-260 Incident Business Management

Discusses business management principles associated with incidents. This course includes: employee responsibilities and conduct; recruitment; personnel time recording; pay and commissary; correct reporting procedures for traumatic injuries/occupational diseases; procurement and equipment time recording; property documentation; cooperative agreements with other agencies; and claims/accident investigations. 2 days.

 

S-270 Basic Air Operations

This course offers information on the uses of aircraft in fire suppression and provides instruction on how to conduce oneself in and around aircraft. It will familiarize the trainee with tactical and logistical uses of aircraft in fire suppression, as well as, describe the specifications for helicopter landing areas. 2 days.

 

S-281 (formerly S-201) Supervisory Concepts and Techniques

The student will apply the principles of communication and supervision required of a single resource boss to perform on a wildland fire incident. Units include supervisor responsibilities, ethics, workforce diversity, team building, stress and more. 2 days.

 

S-290 Intermediate Wildland Fire Behavior

This skills course is designed to instruct prospective fire line supervisors in wildland fire behavior for effective and safe fire management operations. 4 days

 

S-330 Task Force/Strike Team Leader

This course meets the training requirements for the positions of Task Force and Strike Team Leader. The course is designed to be interactive with several scenarios and exercises specific to wildland fire suppression. Suggested prerequisites include S-205 and S-230. 3 days.

 

S-336 Fire Suppression Tactics

This course covers fire suppression principles, use of water and additives, use of fire in control operations, mechanical equipment, tactical air operations, wildland/urban interface, fuels and fire behavior and tactics by geographical areas of the United States. Prerequisites include S-200 and/or S-230 and S-290. 4 days.

 

S-339 Division Group Supervisor

This course is designed to meet the training requirements of a Division Group Supervisor on a wildland fire incident. The course will provide instruction to support the specific task of the Division Supervisor position. Prerequisites include S-201, I‑300 and STCR-qualified. 3 days.

 

S-390 Introduction to Fire Behavior Calculations

This course is the third in a series designed to provide skills and knowledge required for effective fire behavior prediction. This skills course is designed to instruct prospective fire line supervisors in wildland fire behavior for effective and safe fire management operations. 4 days.

 

I-200 Basic Incident Command System (ICS)

This class introduces you to the principles associated with ICS; including organization, facilities, resource terminology and common responsibilities associated with incident or event assignments. I-100 is a prerequisite for this course. 2 days.

 

I-300 Intermediate Incident Command System

This course provides additional description and detail of the organization and operation of the ICS. Also included is the management of resources, description of all position duties and examples of essential principles used in incident and event planning. 3 days.

 

I-400 Advanced Incident Command System

This course directs the student towards an operations understanding of large single-agency and complex multi-agency/multi-jurisdictional incident responses. Presented in an intense, participative workshop environment, this course focuses on area command and staff issues, as well as the planning, logistical and fiscal considerations associated with complex incident management and interagency coordination. I-300 is a prerequisite for this course. 3 days.

 

RX-300 Prescribed Fire Burn Boss

This course is designed to prepare the student for the use of fire to accomplish resource objectives by evaluation and implementation of prescribed fire. Development of a burn plan is the primary product of this course. 5 days.

 

RX-310 Introduction to Fire Effects

This course provides the student with the knowledge and skills necessary to recognize basic fire regimes, the effects of fire treatments on first order fire effects, and to manipulate fire treatments to achieve desired first order fire effects. 5 days.

 

RX-410 Smoke Management Techniques

This course is designed to provide the experienced prescribed fire burn boos type 2, prescribed fire behavior analysis and air quality and fire management planners, with advanced training in the legal, professional and ethical basis underlying current smoke management practices. In addition to theory, students will also grain greater understanding of how to effectively participate in the regulatory process as well as plan for and execute prescribed burning in compliance with governing regulations. 4 days.
