Professional Engineering Services Contract Scope of Services

Under this contract Identix Public Sector provides all resources including personnel, management, supplies, services, materials, equipment facilities and transportation necessary to provide a wide range of professional engineering services.

Services specified in a task order may be performed at Identix Public Sector s facilities or the ordering agencies facilities. The Government will determine Identix Public Sector s compensation by any of several different methods at the task order level including firm fixed price, labor hours, or time-and-materials.

There are four primary disciplines in the engineering fields and hundreds of subdisciplines or specialties associated with engineering disciplines. The primary engineering disciplines under this contract include:

Civil Engineering

Planning, evaluation and constructed infrastructure of facilities and buildings, transportation systems, water earthworks and other structures.

Electrical Engineering

Planning, design, development, evaluation and operation of electrical principles, models and processes.

Mechanical Engineering

Planning, development, evaluation and control of systems and components involving the production and transfer of energy and with the conversion of one form of energy to another.

Chemical Engineering

Planning, development, evaluation and operation of chemical, biochemical or physical plants and processes.

Description of services under each special item number

SIN 871-1 Strategic Planning

Services required under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing.

Facilities related example:

The evaluation and preliminary definition of new and/or improved performance goals for groups of facilities or specific individual spaces, such as:

SIN 871-2 Concept Development and Requirements Development

Services required under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost performance trade off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing.

The development and analysis of facilities requirements including examination of performance and cost trade-offs services would include:

SIN 871-3 System Design, Engineering and Integration

Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and documents control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing.

Facilities related example:

Development of Construction Drawings is not included under this contract and is governed by the Brook s Act and FAR Part 36.

However, clients can obtain design phase project management and technical support services including scheduling, estimating and technical review; and furniture design services & CAD drawings.

SIN 871-4 Test and Evaluation

Services required under this SIN involve the application of various techniques demonstrating that a system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited testing of a system, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training ,privatization and outsourcing.

Facilities related example:

A facility or building system will be subjected to a series of tests and inspections to ensure compliance with plans and specifications and suitability for its intended purpose. Services could include:

SIN 871-5 Integrated Logistics Support

Services required under this SIN involve the analysis, planning and detailed design of all engineering specific logistics support including material goods, personnel, and operational maintenance and repair of system throughout their life cycles. Typical associated tasks include, but are not limited to ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, training, privatization and outsourcing.

Facilities related example:

The full range of life cycle logistics support for a facility or building system will be identified and designed in this stage including training, operation and maintenance requirements and replacement procedures. Services could include:

SIN 871-6 Acquisition and Life Cycle Management

Services required under this SIN involve all of the planning, budgetary, contract and systems/program management functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to systems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management, technology transfer/insertion, training, privatization and outsourcing.

During this stage the actual construction, start-up and operation of the facility or system will be assisted through project management and similar functions. Services could include:

Chief Engineer Scientist (Level 21)

Functional Responsibilities:
Is a widely acknowledged expert in his/her technical discipline area. Provides knowledgeable technical guidance and quality control for tasks and projects. Responsible for planning and designing mission-critical systems and subsystems, and for non-routine problem resolution.

Minimum Education:
Ph.D. in Engineering, Science or a related academic field plus at least 6 yrs directly related experience, or MA/MS plus at least 8 yrs directly related experience, or BA/BS plus at least 10 yrs directly related experience.

Possible Job Titles:
Principal; Chief Engineer; Contract Executive; Senior. Program Manager; Senior Facilities Planner

 

Principal Technical Advisor (Level 20)

Functional Responsibilities:
Provides senior-level technical expertise to assigned tasks and projects. Can either serve as the top technical agent for projects, or implement the guidance of the Chief Engineer/Scientist. Responsibilities may include definition of project/task design and operating parameters (e.g., standards, and schedules), or the implementation of these parameters as defined by the Chief Engineer/Scientist.

Minimum Education:
Ph.D. in Engineering, Science or a related academic field plus at least 6 yrs directly related experience, or MA/MS plus at least 8 yrs directly related experience, or BA/BS plus at least 10 yrs directly related experience.

Possible Job Titles:
Contract Executive; Senior Program Manager; Senior Project Manager; Senior Construction Manager; Senior Engineer; Senior Facilities Planner

 

Principal Staff Member (Level 19D)

Functional Responsibilities:
Usually works independently, or as the leader of a project/task team, with management review of end results. May rely upon technical definitions/guidance provided by the Chief Engineer/Scientist or Principal Technical Advisor. Typically has prime responsibility for the effectiveness of major projects, systems, and/or subsystems.

Minimum Education:
Ph.D. in Engineering, Science or a related academic field plus at least 6 yrs directly related experience, or MA/MS plus at least 8 yrs directly related experience, or BA/BS plus at least 10 yrs directly related experience.

Possible Job Titles:
Senior Program Manager; Senior Construction Manager; Senior Project Manager; Senior Engineer; Senior Facilities Planner

 

Senior Staff Member (Level 17)

Functional Responsibilities:
Works either under the direction of the Principal Staff Member, or as the leader of a small task team. Has responsibility for the effective design, operation and/or maintenance of assigned task areas, including major subsystems (e.g., programs, databases, and networks).

Minimum Education:
Ph.D. in Engineering, Science or a related academic field plus 2-4 yrs directly related experience, or MA/MS plus 4-6 yrs directly related experience, or BA/BS plus 6-8 yrs directly related experience.

Possible Job Titles:
Senior Program Manager; Senior Project Manager, Senior Construction Manager, Senior Engineer, Senior Facilities Planner

 

Staff Member (Level 16)

Functional Responsibilities:
Works under general supervision to either support Principal or Senior Staff Members to help define general systems parameters, or to implement top-level technical direction. Supports the design, operation and maintenance of major subsystems.

Minimum Education:
Ph.D. in Engineering, Science or a related academic field plus 0-2 yrs directly related experience, or MA/MS plus 2-4 yrs directly related experience, or BA/BS plus 4-6 yrs directly related experience.

Possible Job Titles:
Engineer; Facilities Planner; Technical Inspector; Cost Engineer; Scheduler; Project Manager

 

Associate Staff Member (Level 14)

Functional Responsibilities:
Performs under the direction of senior project/task leaders as a mid-level member of technical project/task teams. May interface directly with senior technical personnel to receive guidance and review. Responsible for operating within technical performance parameters established by more senior, experienced personnel.

Minimum Education:
MA/MS in Engineering, Science or a related academic field plus 0-2 yrs directly related experience, or BA/BS plus 2-4 yrs directly related experience, or AA/AS plus 4-6 yrs directly related experience.

Possible Job Titles:
Associate Engineer; Associate Facilities Planner; Technical Inspector; Cost Engineer; Scheduler; Junior Project Manager

 

Assistant Staff Member (Level 12)

Functional Responsibilities:
Performs detailed and specific technical studies, analyses, and tasks within clearly defined guidelines. Usually reports to a Staff Member or Senior Staff Member for guidance and review.

Minimum Education:
BA/BS in Engineering, Science or a related academic field plus 0-2 yrs directly related experience, or AA/AS plus 2-4 yrs directly related experience.

Junior Engineer; Junior Cost Engineer; Junior Inspector; Junior Facilities Planner

 

Administrative Assistant

Functional Responsibilities:
The most junior member of any project/task team, performing routine administrative functions and preparing documentation in response to tasking received. Related responsibilities may include, but not be limited to, analysis of administrative problems, general office support, and project/task administration.

Minimum Education:
HS Diploma plus minimum 1 yr formal secretarial and administration education.
