The maximum order as specified above is the suggested renegotiation point whereby ordering agencies should seek additional concessions if orders exceed this amount. A delivery order that exceeds the maximum order may be placed with the Contractor in accordance with FAR 8.404. The order will be placed under the contract.

When the Government requires supplies or services covered by this contract in an amount less than $100, the Government is not obligated to purchase, nor is the Contractor obligated to furnish those supplies or services under the contract.

Description of Services

1. 871-1 Strategic Planning for Technology Programs/Activities

Services required under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to, an analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing.

2. 871-2 Concept Development and Requirements Analysis

Services required under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high-level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to, requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing.

3. 871-3 System Design, Engineering and Integration

Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to, computer-aided design, studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing.

4. 871-4 Test and Evaluation

Services required under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to, testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing.

5. 871-5 Integrated Logistics Support

Services required under this SIN involve the analysis, planning and detailed design of all engineering specific logistics support including material goods, personnel, and operational maintenance and repair of systems throughout their life cycles. Typical associated tasks include, but are not limited to, ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, training, privatization and outsourcing.

6. 871-6 Acquisition and Life Cycle Management

Services required under this SIN involve all of the planning, budgetary, contract and systems/program management functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to technology-based systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management, technology transfer/insertion, training, privatization and outsourcing.


 

Terms Applicable to PES Services

1. Order

An order may contain any service or combination of services described herein.

2. Travel

Travel to be performed by the Contractor in accomplishing the order will be priced separately from the labor rates. Travel will comply with the Federal Travel Regulation or Joint Travel Regulation as applicable.

3. Incidental Items

Open market (non-contract) items may be added to an individual order provided that the items are clearly labeled as such on the order, all applicable regulations have been followed, and price reasonableness has been determined by the ordering activity for the open market (non-contract) items.

4. Special Provisions for Task Orders

Ordering activities may incorporate special provisions in their order that are essential to their requirements (e.g. security clearances, hazardous substances, special handling, key personnel, etc.). Any cost necessary for the Contractor to comply with the special provisions will be included in the order proposal and subsequent order.

5. Blanket Purchase Agreements (BPAS)

The establishment of Federal Supply Schedule BPA s is permitted when following the ordering procedures in FAR 8.404.


 

Description of Labor Categories

1. Program Manager

Minimum/General Experience:

Fifteen years experience which includes complete project development from inception to deployment, demonstrated ability to provide guidance and direction in the tasks relevant to the project or task order, proven expertise in the management and control of funds and resources, and demonstrated capability in managing multi-task engineering contracts.

Functional Responsibility:

         Provides direct customer liaison.

         Develops and implements systems and performance strategies.

         Develops and maintains management controls to ensure projects are completed on time and within budget and compliant with customer specifications.

         Develops personnel skill requirements, hires, and monitors performance to achieve project or task order objectives.

Minimum Education:

         Bachelor degree in engineering, computer science, systems engineering, business, or other related discipline.

         Master s degree (in one of the fields described above) requires only 13 years of relevant experience.

2. Principal Integration Manager:

Minimum/General Experience:

Twelve years experience in integration of various components to produce a working prototype or model of a system including planning and management of interfaces and ensuring that technical solutions and schedules are implemented in a timely manner. Experienced in designing and applying engineering plans and specifications for multiple applications and systems including acquisition support. Experienced in determining the resources required for integration efforts and maintaining the required level of quality assurance throughout the planning, analysis, concept development, design, engineering, test and evaluation, ILS, and life cycle management stages. Experienced in conducting reviews of integration projects to include cost, schedule and performance.

Functional Responsibility:

         Provides overall technical planning and direction of integration efforts for a variety of engineering applications and systems.

         Determines required resources and schedules for engineering integration efforts.

         Conducts reviews of integration efforts to evaluate and measure cost, schedule and performance.

         Provides engineering design and application expertise.

         May serve as task or project leader.

Minimum Education:

         Bachelor degree in engineering, computer science, systems engineering, business or other related scientific/technical discipline.

         Master s degree (in one of the fields described above) requires only 10 years of relevant experience.

         A Ph.D. (in one of the fields described above) requires only 8 years of relevant experience.


3. Principal Analyst:

Minimum/General Experience:

Twenty years experience in the operational, technical or acquisition fields related to an engineering project including but not limited to command & control, computers, surveillance, intelligence and communications systems. Possesses sufficient breadth and depth of applicable experience to provide engineering and other technical support independently as well as in a team environment.

Functional Responsibility:

         Conducts system planning to include concept development, requirements analysis and definition, implementation planning and life cycle management.

         Performs analyses and studies enhancing or implementing design and integration solutions.

         Participates in defining test and evaluation techniques on engineering programs.

         Generates processes and procedures supporting related business or other functional processes.

         Develops documentation supporting analysis and makes recommendations on various aspects related to the field of engineering.

         May serve as task or project leader.

Minimum Education:

         Bachelor degree in a relevant technical or management discipline.

         Master s degree requires 16 years of relevant experience.

         A Ph.D. requires 6 years of relevant experience.

         A degree is not required with 24 years of relevant experience.

4. Senior Analyst:

Minimum/General Experience:

Twelve years experience in the operational, technical or acquisition fields related to an engineering project including but not limited to command & control, computers, surveillance, intelligence and communications systems. Possesses sufficient breadth and depth of applicable experience to provide engineering and other technical support independently as well as in a team environment.

Functional Responsibility:

         Conducts system planning to include concept development, requirements analysis and definition, implementation planning and life cycle management.

Possesses sufficient breadth and depth of applicable experience to provide engineering and other technical support independently as well as in a team environment.

Functional Responsibility:

         Conducts system planning to include concept development, requirements analysis and definition, implementation planning and life cycle management.

         Performs analyses and studies enhancing or implementing design and integration solutions.

         Participates in defining test and evaluation techniques on engineering programs.

Knowledgeable in the support of specialty areas to include but not limited to: graphics and presentations, security administration/management, integrated logistics support, financial management, data management and configuration management.

Functional Responsibility:

         Supports, analyzes, implements and administers systems in the aforementioned fields.

         Prepares, designs and documents graphic presentations.

Minimum Education:

         Bachelor degree in related area or discipline.

         Associates degree, or Microsoft (or equivalent) certification, requires 2 years of relevant experience.

         A degree is not required with 4 years of relevant experience.

7. Engineer IV

Minimum/General Experience:

Six years experience in engineering projects including but not limited to command and control, computers, surveillance, intelligence and communications systems. Possesses experience in system planning, system analysis, concept development, system design, integration, test and evaluation, integrated logistics support interfacing, acquisition support and life cycle management. Additional experience could include functional knowledge of the systems to be worked on and may include modeling and simulation, signal processing, message protocols, communications security, radio propagation, and radio path engineering.

Functional Responsibility:

         Performs system planning, system analysis, concept development, system design and studies, component integration, computer aided design.

         Prepares high level detailed specifications and monitors configuration management.

         Documents fabrication, assembly and simulation processes and procedures.

         Supports training requirements, privatization and outsourcing.

         Supports testing and evaluation utilizing various techniques.

         May serve as task or project leader.

Minimum Education:

         A Ph.D. degree in engineering, mathematics, computer science or other technical discipline.

         Master s degree in engineering, mathematics, computer science or other technical discipline requires 7 years of relevant experience.

         Bachelor degree (in one of the fields described above) requires 8 years of relevant experience.

8. Engineer III

Minimum/General Experience:

Five years experience in engineering projects including but not limited to command and control, computers, surveillance, intelligence and communications systems. Possesses experience in system planning, system analysis, concept development, system design, integration, test and evaluation, integrated logistics support interfacing, acquisition support and life cycle management. Additional experience may include functional knowledge of the systems to be worked on and may also include modeling and simulation.


Functional Responsibility:

         Performs system planning, system analysis, concept development, system design and studies, component integration, computer aided design.

         Performs system engineering tasks, prepares detailed specifications and engineering drawings, supports configuration management of engineering changes.

         Documents fabrication, assembly and simulation processes and procedures.

         Conducts independent verification and validation, physical testing of systems or products, and interfaces with quality assurance.

         Performs system safety, training requirements, privatization and outsourcing.

Minimum Education:

         Bachelor degree in engineering, mathematics, computer science or other technical discipline.

         Master s degree (in one of the fields described above) requires only 2 years of relevant experience.

10. Engineer I

Minimum/General Experience:

Two years experience in engineering projects including but not limited to command and control, computers, surveillance, intelligence and communication systems. Possesses experience in system planning, system analysis, concept development, system design, integration, test and evaluation, integrated logistics support interface, acquisition support and life cycle management.

Functional Responsibility:

         Performs system planning, system analysis, concept development, system design and studies, component integration, computer aided design.

         Performs system engineering tasks, prepares specifications and engineering drawings, prepares engineering change orders, supports configuration management of engineering changes.

         Provides engineering analysis of COTS/GOTS products.

         Documents fabrication, assembly and simulation processes and procedures.

         Assists in system safety, training requirements, privatization and outsourcing.

Minimum Education:

         Bachelor degree in engineering, mathematics, computer science or other technical discipline.

         Master s degree (in one of the fields described above) requires no years of experience.

11. Principal Systems Architect

Minimum/General Experience:

Ten years experience in establishing system requirements in the development of engineering programs. Experience includes designing the software, hardware, and communications to support total requirements and providing required interfaces to other systems. Experience includes systems engineering and the application of structured analysis and design principles.

Functional Responsibility:

         Provides overall technical direction in systems engineering and in the development of technology architectures for a variety of hardware and software programs.

         Evaluates organizational work and information flows to determine the optimum technology architecture for the system.

         Provides guidance and direction to management and to system architects and hardware/software developers.

         May serve as task or project leader.

Minimum Education:

         Master s degree in engineering, computer science, mathematics, or other related technical discipline.

         A Ph.D. (in one of the fields described above) requires 8 years of relevant experience.

         Bachelor degree (in one of the fields described above) requires 12 years of relevant experience.

12. Principal Systems Specialist

Minimum/General Experience:

Twelve years experience in the engineering field associated with but not limited to command and control, communications, intelligence, sensors (e.g. radar, electro-optic, infrared), acquisition management, software/hardware development, reliability and maintainability, and electromagnetic compatibility/electromagnetic interference (EMC/EMI). Experience includes managing total efforts on an engineering program. Possesses sufficient breadth and depth of applicable experience to provide technical and management support independently.

Functional Responsibility:

         Assembles, assesses, selects, summarizes and standardizes requirements information by engineering project.

         Supports site surveys, in-plant test/integration activities, initial installation/test, follow-on testing and other related activities.

         Performs various acquisition support activities including the drafting of engineering systems acquisition documentation

         Acts as advisor and makes specific recommendations to customer program management offices on engineering related matters across each phase of an engineering project.

         Provides training assistance with systems operation and/or maintenance.

         May serve as task or project leader.

Minimum Education:

         Bachelor degree in engineering, computer science, mathematics, or other related technical discipline.

         Master s degree (in one of the fields described above) requires 10 years of relevant experience.

         A Ph.D. (in one of the fields described above) requires 8 years of relevant experience.

13. Senior Systems Specialist

Minimum/General Experience:

Ten years experience in the engineering field associated with but not limited to command and control, communications, intelligence, sensors (e.g. radar, electro-optic, infrared), acquisition management, software/hardware development, reliability and maintainability, and electromagnetic compatibility/electromagnetic interference (EMC/EMI). Experience includes managing total efforts on an engineering program. Possesses sufficient breadth and depth of applicable experience to provide technical and management support independently.

Functional Responsibility:

         Assembles, assesses, selects, summarizes and standardizes requirements information by engineering project.

Functional Responsibility:

         Undertakes planning and analysis within engineering hardware and software programs, business processes, and/or functional processes.

         Defines, designs and specifies processes and procedures supporting the implementation of engineering technology.

         Performs various acquisition support activities on engineering related matters across each phase of an engineering project.

         Develops documentation and makes recommendations on budgetary and systems/program management functions.

         Provides training assistance with systems operation and/or maintenance.

Minimum Education:

         Bachelor degree in engineering, computer science, mathematics, business or other related technical or functional discipline.

         Master s degree (in one of the fields described above) requires 6 years of relevant experience.

         No degree is necessary with 12 years of relevant experience.

15. Junior Systems Specialist

Minimum/General Experience:

Five years experience in the engineering field associated with but not limited to command and control, communications, intelligence, sensors (e.g. radar, electro-optic, infrared), acquisition management, software/hardware development, reliability and maintainability, and electromagnetic compatibility/electromagnetic interference (EMC/EMI). Experience includes supporting the management of all phases of an engineering project. Possesses sufficient breadth and depth of applicable experience to provide support on various engineering related acquisition support activities on engineering projects.


Functional Responsibility:

         Assists in planning and analysis within engineering hardware and software programs, business processes, and/or functional processes.

         Assists in defining, designing and specifying processes and procedures supporting the implementation of engineering technology.

         Assists in performing various acquisition support activities on engineering related matters across each phase of an engineering project.

         Helps to develop documentation and make recommendations on budgetary and systems/program management functions.

         Provides assistance in training programs for operation and/or maintenance.

Minimum Education:

         Bachelor degree in engineering, computer science, mathematics, business or other related technical or functional discipline.

         Master s degree (in one of the fields described above) requires 4 years of relevant experience.

16. Principal Reengineering Specialist

Minimum/General Experience:

Ten years experience in process reengineering, facilitation, training and methodology development and evaluation across all phases of an engineering program. Experience may include identifying best practices, change management, engineering or business management techniques, organizational development, activity and data modeling, or engineering technology system development methods and practices.

Functional Responsibility:

         Performs analysis of functional processes, organizations, and enterprises to identify and develop business process engineering initiatives.

         Evaluates engineering and business processes for efficiency, effectiveness, and improvement.

         Documents analysis of engineering and business processes and recommended improvements.

Functional Responsibility:

         Performs analysis of functional processes, organizations, and enterprises to identify and develop business process engineering initiatives.

         Evaluates engineering and business processes for efficiency, effectiveness, and improvements.

         Documents analysis of engineering and business processes and recommended improvements.

         Examines component, subassembly or system safety and provides analysis and recommendations.

         Evaluates human factors requirements implementation, inputs into human factors working group sessions, from initial planning and concept phase through project or program completion.

         Provides reports and plans on integrating reliability and maintainability into hardware and software and into upgrades.

         Analyzes, reports and makes recommendations on electromagnetic compatibility in electronic systems.

         Conducts special studies as required by an engineering program.


Minimum Education:

         Bachelor degree in engineering, computer science, business or other related technical or functional discipline.

31. Technical Writer

Minimum/General Experience:

Two years experience in a technical field performing technical writing. Experience includes various assignments writing technical manuals, technical brochures, technical pamphlets, and technical instructions. Experience also includes but is not limited to work in all phases of an engineering project or program.

Functional Responsibility:

         Prepares for and writes technical manuals and technical orders.

         Performs as a working group member on a project team.

         Utilizes state of the art desktop publishing in conjunction with work efforts.

Minimum Education:

         Associates degree or related certification.

         High school diploma or equivalent and related course training with 2 years experience may be substituted for the above.

32. Associate Engineer II

Minimum/General Experience:
