2. Maximum Order

 

The maximum order designated for contracts awarded under this schedule is $750,000. Ordering activities may seek a price reduction for orders placed that are greater than this amount. Task orders exceeding $750,000 will be placed in accordance with PES-I-FSS-125 (paragraph I.15), which follows.

2a. PES-I-FSS-125 REQUIREMENTS EXCEEDING THE MAXIMUM ORDER (OCT 1997)

 

(a)    In accordance with FAR 8.404, before placing an order that exceeds the maximum order threshold, ordering offices shall

 

(1)   Based upon the initial evaluation, generally seek price reductions from the schedule contractor(s) appearing to provide the best value (considering price and other factors); and

 

(2)   After price reductions have been sought, place the order with the schedule contractor that provides the best value and results in the lowest overall cost alternative (see FAR 8.404(a)). If further price reductions are not offered, an order may still be placed, if the ordering office determines that it is appropriate.

 

(b)   Vendors may:

 

(1)   Offer a new lower price for this requirement (the Price Reduction clause is not applicable to orders placed over the maximum order in PES-52.216-19, Order Limitations.)

(2)   Offer the lowest price available under the contract; or

 

(3)   Decline the order (orders must be returned in accordance with PES-52.216-19).

 

(c)    A delivery order that exceeds the maximum order may be placed with the Contractor selected in accordance with FAR 8.404. The order will be placed under the contract.

 

(d)   Sales for orders that exceed the Maximum Order shall be reported in accordance with GSAR 552.238-72.

Contract Scope

 

The Special Item Numbers (SINs) available under this contract provide for services

across the full life cycle of an engineering project. When task orders are placed, they must

identify the SIN or SINs under which the task is being executed.

SIN 871-6 Acquisition and Life Cycle Management

 

Task orders for outsourcing of engineering services may be placed for any of the SINs,

provided the work being outsourced is covered under the SIN definition.

 

Northrop Grumman Information Technology will provide services for electrical engineering and mechanical engineering under each of the six contract SINs. Task orders identified and defined under any of these primary engineering disciplines, or related sub-disciplines, may be awarded to the contractor.

 

1. A full description of each SIN definition and examples of the types of work covered by the SIN are provided below.

 

1.1 SIN 871-1 STRATEGIC PLANNING FOR TECHNOLOGY

PROGRAMS/ACTIVITIES

 

Services required under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements, such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing.

 

Example: The evaluation and preliminary definition of new and/or improved performance goals for navigation satellites such as launch procedures and costs, multi-user capability, useful service life, accuracy, and resistance to natural and man made electronic interference.

 

Inappropriate use of this SIN is providing professional engineering services not specifically related to strategic planning for technology programs/activities and its associated disciplines.

 

 

1.2 SIN 871-2 CONCEPT DEVELOPMENT AND REQUIREMENTS ANALYSIS

 

Services required under this SIN involve abstract or concept studies and analysis,

requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission, or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization, and outsourcing.

 

Example: The development and analysis of the total mission profile and life cycle of the

improved satellite, including examination of performance and cost tradeoffs.

Inappropriate use of this SIN is providing professional engineering services not specifically related to concept development and requirements analysis and its associated disciplines.

 

1.3 SIN 871-3 SYSTEM DESIGN, ENGINEERING AND INTEGRATION

 

Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/ analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing.

 

Example: The navigation satellite concept produced in the preceding stage will be

converted to a detailed engineering design package, performance will be computer

simulated and a working model will be built for testing and design verification.

1.4 SIN 871-4 TEST AND EVALUATION

 

Services required under this SIN involve the application of various techniques

demonstrating that a prototype system (subsystem, program, project or activity)

performs in accordance with the objectives outlined in the original design. Typical

associated tasks include, but are not limited to testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing.

 

Example: The navigation satellite working model will be subjected to a series of tests

which may simulate and ultimately duplicate its operational environment.

Inappropriate use of this SIN is providing professional engineering services not specifically related to testing and evaluating and its associated disciplines.

 

1.5 SIN 871-5 INTEGRATED LOGISTICS SUPPORT

 

Services required under this SIN involve the analysis, planning, and detailed design of all engineering specific logistics support, including material goods, personnel, and operational maintenance and repair of systems throughout their life cycles. Typical associated tasks include, but are not limited to ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, training, privatization and outsourcing.

 

Example: The full range of life cycle logistics support for the navigation satellite will be

identified and designed in this stage, including training, operation, and maintenance

requirements, and replacement procedures. Inappropriate use of this SIN is providing professional engineering services not specifically related to integrated logistics support and its associated disciplines.

 

 

1.6 SIN 871-6 ACQUISITION AND LIFE CYCLE MANAGEMENT

 

Services required under this SIN involve all of the planning, budgetary, contract, and systems/program management execution functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to technology-based systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management, technology transfer/insertion, training, privatization, and outsourcing.

 

Example: During this stage, the actual manufacturing, launch, and performance monitoring of the navigation satellite will be assisted through project management, configuration management, reliability analysis, engineering retrofit improvements, and similar functions.

 

Inappropriate use of this SIN is professional engineering services not specifically related to acquisition and life cycle management and associated disc.


 

2. Primary Engineering Discipline Descriptions

 

This contract defines two Primary Engineering Disciplines (PEDs), which may be used under each of the contract SINs: electrical engineering, and mechanical engineering.

 

2.1 Electrical Engineering

 

Planning, design, development, evaluation, and operation of electrical principles,

models and processes. It includes, but is not limited to, the design, fabrication,

measurement and operation of electrical devices, equipment and systems (e.g. signal processing; telecommunication; sensors, microwave, and image processing; micro-fabrication; energy systems and control; micro- and nano-electronics; plasma processing; laser and photonics; satellites, missiles and guidance systems, space vehicles, fiber optics, robotics, etc.). Within the electrical engineering discipline, there are several specialties within the scope of this work; a partial listing follows: processing; laser and photonics; satellites, missiles and guidance systems, space vehicles, fiber optics, robotics, etc.).

 

2.2 Mechanical Engineering

 

Planning, development, evaluation, and control of systems and components

involving the production and transfer of energy and with the conversion of one form of energy to another. It includes, but is not limited to, planning and evaluation of power plants, analysis of the economical combustion of fuels, conversion of heat energy into mechanical energy, use of mechanical energy to perform useful work, analysis of structures and motion in mechanical systems, and conversion of raw materials into a final product, etc. (e.g., thermodynamics, mechanics, fluid mechanics, jets, rocket engines, internal combustion engines, steam and gas turbines, continuum mechanics, dynamic systems, dynamics fluid mechanics, heat transfer, manufacturing, materials, solid mechanics, reactors, etc.).

In the spirit of the Federal Acquisition Streamlining Act

(Agency)___ and ___(Contractor)___ enter into a cooperative agreement to further reduce the administrative costs of acquiring commercial items from the General Services Administration (GSA) Federal Supply Schedule Contract(s) ____________________.

 

Federal Supply Schedule contract BPAs eliminate contracting and open market costs such as: search for sources; the development of technical documents, solicitations and the evaluation of offers. Teaming Arrangements are permitted with Federal Supply Schedule Contractors in accordance with Federal Acquisition Regulation (FAR) 9.6.

 

This BPA will further decrease costs, reduce paperwork, and save time by eliminating the need for repetitive, individual purchases from the schedule contract. The end result is to create a purchasing mechanism for the Government that works better and costs less.

purchases made pursuant to it. In the event of an inconsistency between the provisions of this BPA and the contractor s invoice, the provisions of this BPA will take precedence.

 


 

BASIC GUIDELINES FOR USING
CONTRACTOR TEAM ARRANGEMENTS

 

 

Federal Supply Schedule Contractors may use Contractor Team Arrangements (see FAR 9.6) to provide solutions when responding to a customer agency requirements.

 

These Team Arrangements can be included under a Blanket Purchase Agreement (BPA). BPAs are permitted under all Federal Supply Schedule contracts.

 

Orders under a Team Arrangement are subject to terms and conditions or the Federal Supply Schedule Contract.

 

Participation in a Team Arrangement is limited to Federal Supply Schedule Contractors.

 

Customers should refer to FAR 9.6 for specific details on Team Arrangements.

 

Here is a general outline on how it works:

 

        The customer identifies their requirements.

 

        Federal Supply Schedule Contractors may individually meet the customers needs, or -

 

        Federal Supply Schedule Contractors may individually submit a Schedules Team Solution to meet the customer s requirement.

 

        Customers make a best value selection.

VII. DESCRIPTION OF PROFESSIONAL ENGINEERING SERVICES LABOR CATEGORIES

 

The GSA Schedule labor categories provide potential clients with the flexibility to acquire the specific skills, education, and experience levels that are appropriate for their tasks. Five categories are identified, each with five to eleven levels which reflect increasing levels of education and/or experience. The broad categories are:

        Administrative Staff

        Engineering Staff

        Support Services Staff

        Consulting Staff

 

The following paragraphs present each of these categories in terms of a broad description, minimum education and experience, and functional responsibilities. Labor rates are provided in Section 8.


MANAGEMENT STAFF

 

DESCRIPTION

Individuals requiring the training, skills and experience of professional, technical or analytical staff plus extensive management/supervisory experience. Must have or be able to obtain a security clearance at the level of Secret or higher and/or be able to perform in an environment involving special security requirements, as task orders may dictate. Equivalent experience may be substituted for a degree.

 

 

MINIMUM/GENERAL EXPERIENCE

Must have demonstrated engineering expertise and communication skills to be able interface with all levels of management.

 

 

 

FUNCTIONAL RESPONSIBILITY

The Management Staff typically is responsible for the technical contract management of programs and projects. Majority of contact with various management levels within the operating unit, at other operating units and within the customer community concerning programs/projects, operational decisions, and contractual clarifications.

DESCRIPTION

The Engineering Staff functional area encompasses all engineering services to be provided under the GSA PES Schedule, to include, but not limited to, the following: Independent Verification and Validation, Research and Development, Systems Engineering, Signal Processing, Modeling and Simulation, and Test & Evaluation. Individuals requiring the training, engineering skills and experience to operate within a high-tech environment. Equivalent experience may be substituted for a degree.

 

 

MINIMUM/GENERAL EXPERIENCE

The Engineering Staff must possess professional training or equivalent experience in one of the following types of disciplines: electrical engineering; electronic engineering; computer science; computer systems; decision support; computer security; electronic commerce; business processing re-engineering; business process analyses, information architecture planning and design; operations research; modeling and simulation; math; physics; quality assurance; systems analysis; business or management.

 

 

FUNCTIONAL RESPONSIBILITY

The Engineering Staff provides specialized knowledge of system requirements and engineering specifications. Designs solutions based on customer needs and technical considerations. Analyzes job tasks, organizational structure and user requirements to provide system-wide solutions. Applies engineering expertise to assist in defining, designing, validating and documenting complex systems; states of technology and current processes.

SUPPORT SERVICES STAFF

 

DESCRIPTION

The Support Services Staff functional area encompasses all support services, such as Operations and Maintenance, and other areas of support. Individuals requiring the training, skills and experience to operate and maintain systems within the engineering/systems environment. Provides knowledge of system requirements, operations, and engineering specifications. Applies technical expertise in operating and maintaining complex operating environments, states of technology and current processes. Equivalent experience may be substituted for a degree.

 

 

MINIMUM/GENERAL EXPERIENCE

The Support Services Staff must possess training or experience in one or more of the following disciplines, or the equivalent: engineering; computer systems; logistics; quality assurance; systems analysis; business, or management.

 

 

FUNCTIONAL RESPONSIBILITY

Demonstrated working knowledge in area of technical specialty. Applies standard principles, theories, concepts, and techniques to accomplish assignments. Provides solutions to a variety of problems. Ability to operate and maintain various systems, ranging from large scale to individual systems. Uses a wide application of principles, theories, and concepts. Provides solutions to a wide range of difficult problems. Solutions are imaginative, thorough and practicable.

CONSULTING STAFF

 

DESCRIPTION

The Consulting Staff functional area encompasses all engineering consulting services, such as the following: Business Case Analysis; Expert Systems.

Individuals requiring the training, skills and experience of the Engineering Staff plus extensive breadth and depth of knowledge in one or more specific domains and normally operating in a management structure which provides sophisticated planning, scheduling, performance tracking and risk management. This structure is geared toward delivery of end-item products and the application of repeatable processes, modern development methodologies, and techniques including simulations, prototyping and system demonstrations. Equivalent experience may be substituted for a degree.

 

 

MINIMUM/GENERAL EXPERIENCE

The Consulting Staff is generally experienced in one or more specific domains and may have experience as a subject matter expert in a related military or commercial application. Must possess training or equivalent experience in one of the following types of disciplines: electrical engineering; electronic engineering; computer science; computer systems; decision support; computer security; electronic commerce; business processing re-engineering; business process analyses, information architecture planning and design; engineering; operations research; modeling and simulation; math; physics; quality assurance; systems analysis; business or management.

 

 

FUNCTIONAL RESPONSIBILITY

The Consulting Staff must have or be able to obtain a security clearance at the level of Secret or higher and/or be able to perform in an environment involving special security requirements, as task orders may dictate. Demonstrates a broad knowledge of the technical discipline and applies extensive expertise as a generalist. Applies and/or develops advanced technologies, engineering and scientific principles, theories and concepts in related technical disciplines or in a specialty.
