Note 2:  Offerors and Agencies are advised that the Group 70 – Information Technology Schedule is not to be used as a means to procure services which properly fall under the Brooks Act.  These services include, but are not limited to, architectural, engineering, mapping, cartographic production, remote sensing, geographic information systems, and related services.  FAR 36.6 distinguishes between mapping services of an A/E nature and mapping services which are not connected nor incidental to the traditionally accepted A/E Services.

PURCHASE AND PAYMENT TERMS


Diamond Solutions Inc., accepts corporate purchase orders as well as formal contracts for rendering of services and/or product delivery, subject to credit approval by the Diamond Solutions Inc., Finance department. Blanket Purchase Agreements or other expedient means for acquiring Diamond Solutions Inc. services and products may be negotiated on an individual case basis.

 

In general, payment is due upon completion of services or product delivery and acceptance. For services rendered over an extended period (more than one month), payment will be due no less frequently than monthly, with anticipated invoicing on a bi-weekly schedule, upon completion of services for the preceding period.

LABOR DESCRIPTIONS


 

1.            Data Entry Clerk

Education: 

Must have at least a High school diploma, military training, associated degree with two (2) years experience or bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related discipline.

 

Roles & Responsibility:

_          Provides administrative support to management principal and staff.

_          Duties include but are not limited to answering telephones, word processing, spreadsheet analysis, file organization, record keeping, meeting and event planning, calendar/schedule keeping, expense reporting, courier and mail shipments, photocopying, and documentation preparation.

_          Reports to management.

_          In accordance with established procedures, reviews source documents for completeness and accuracy. Detects and rejects illegible or incomplete source documents and information. 

_          Keys data rapidly and accurately. 

_          Verifies accuracy and corrects data using automated data edit reports if possible. 

_          Reviews and annotates data sheets, reports, and other documents for data entry technicians. 

_          Maintains records covering verification statistics.

 

Experience:

2.            Database Management Specialist

Education: 

Must have at least a Bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related discipline.

 

Roles & Responsibility:

_          Provides highly technical expertise in the use of Database Management Systems (DBMS) (MSAccess, Oracle, Sybase, DB2).

_          Evaluates and recommends available DBMS products to support validated user requirements.

_          Defines file organization, indexing methods, and security procedures for specific user applications. Develops software modules using SQL, stored procedures, and triggers.

_          Enters a wide variety of source documents such as computer-generated reports, program coding sheets, and other narrative and statistical information using DBMS software. 

_          Examines and sorts documents by subject matter, category, or other specified manner.

 

Experience:

This position requires a minimum of three (3) years experience. 

 

3.            Documentation Clerk

Education: 

Must have at least a High school diploma, military training, Associates degree with two (2) years experience or bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related discipline.

_          Responsible for writing manuals and user guides for users, programmers and the operations staff.

4.            Help Desk Specialist

Roles & Responsibility:

_          Provides real time technical support (in person or via telephone) for troubleshooting user problems associated with desktop applications.

_          Analyzes, troubleshoots and resolves problems and ensures effective interfaces for maximum productivity.

_          Identifies potential problems associated with selected packages and conducts research and provides feedback to ensure problem resolution.

_          Assesses user requirements and develops tailored applications and utilities when required and supported by COTS application program functionality.

 

Experience:

5.            Project Manager

Education

Must have at least a Bachelors degree in Computer Science, Business, Management or a related field.

 

Responsibility

_          Responsible for providing management assistance for planning and executing a project.

_          Assist the Program Manager during the preparation and maintenance of project schedules and budgets.

_          Prepares and delivers status reports or reviews.

_          Tracks staffing, budget, prioritization, and other personnel matters.

_          Provides professional services in market and trend analysis, and contract business and technical evaluation support to the Acquisition Contract Management Team.  

_          Specific responsibilities shall include conducting technical reviews of government contracts and modifications, and comparisons with similar products and services, collection and evaluation of, and reporting on market surveys and trends, and analysis of alternate vehicles in terms of office automation, hardware, software, and technical support requirements. 

_          Coordinates activities with the government Acquisition Teams, and shall maintain the contract database, and shall analyze the advisability on entering into government contracts. 

_          Develops Acquisition Plans and other procurement justifications.

6.            Quality Assurance Specialist

Education: 

Must have at least a Bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related discipline.

 

Roles & Responsibility:

_          Provides technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules.

8.            Subject Matter Expert (SME)

Education

_          Performs high-level studies, analysis and evaluations of recent designs, integrations, documentation and implementation of similar complex projects. 

_          Prepares technical reports and related documentation, charts, graphs and flowcharts to record results as required.

_          Provides in-depth technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. 

_          Uses scientific and engineering logic to independently identify conceptual or theoretical solutions to problems of computer hardware or software design and operation.

_          Formulates architectural Design, functional specification, interfaces and documentation of computer systems considering system interrelationships, operating modes, and equipment configurations.

AGREEMENT

In the spirit of the Federal Acquisition Streamlining Act 

ORDERING ACTIVITY and CONTRACTOR enter into a cooperative agreement to further reduce the administrative costs of acquiring commercial items from the GSA/FSS CONTRACT(S). Federal Supply Schedule contract BPAs eliminate contracting and open market costs such as: search for sources; the development of technical documents, solicitations and the evaluation of offers.  Teaming Arrangements are permitted with Federal Supply Schedule Contractors in accordance with Federal Acquisition Regulation (FAR) 9.6. This BPA will further decrease costs, reduce paperwork, and save time by eliminating the need for repetitive, individual purchases from the schedule contract.  The end result is to create a purchasing mechanism for the ordering activity that works better and costs less.

CONTRACTOR TEAM ARRANGEMENTS


 

Federal Supply Schedule Contractors may use “Contractor Team Arrangements” (see FAR 9.6) to provide solutions when responding to a ordering activity requirements. These Team Arrangements can be included under a Blanket Purchase Agreement (BPA). BPAs are permitted under all Federal Supply Schedule contracts. Orders under a Team Arrangement are subject to terms and conditions or the Federal Supply Schedule Contract. Participation in a Team Arrangement is limited to Federal Supply Schedule Contractors. Customers should refer to FAR 9.6 for specific details on Team Arrangements. Here is a general outline on how it works:

 

1.      The customer identifies their requirements.

2.      Federal Supply Schedule Contractors may individually meet the customers needs, or -

3.      Federal Supply Schedule Contractors may individually submit a Schedules “Team Solution” to meet the customer’s requirement.
